ASTSWMO Strategic Plan Update and Task Force Updates

The Board of Directors conducted a Strategic Planning meeting to update the 2019-2023 Strategic Plan. Updates on the Hazardous Waste Subcommittee, Compliance Monitoring & Enforcement Task Force, Corrective Action Task Force, and Program & Information Management Task Force. Ad hoc workgroup on PFAS. Upcoming ASTSWMO meetings.

  1. Region 4 Rcra directors state meeting raeligh, nc March 26-27, 2019

  2. ASTSWMO strategic plan update • Board of Directors conducted facilitated Strategic Planning (SP) meeting in January 2019. Board will present the new 2019- 2023 Strategic Plan to the membership during the October 30-31, 2019 Annual Meeting in DC. • The three SP Goals: • GOAL 1: Provide Assistance to the Membership • GOAL 2: ASTSWMO will strengthen and develop strategic partnerships in its advocacy of • member interests at the Federal level • GOAL 3: Long-Term Sustainable Organization

Hazardous waste subcommittee • RCRA STAG – Hazardous Waste SC will be discussing this very important issue on Friday, March 29 with EPA ORCR. • The Subcommittee is also working to update the State program cost information in the 2007 RCRA Subtitle C Core Report. • RCRAInfo Conference scheduled for last week of August in Chicago, IL. • ASTSWMO does have funding in our CA to fund a number of State reps to this conference. Contact: Kerry Callahan • Joint HW/MM Training Conference scheduled for August 13-15, 2019 in Milwaukee, WI. Registration will open in late April 2019. We are working on the number of funded slots. • We are working with ITRC to offer a mini PFAS training as part of our conference. Conference Contact: Kerry Callahan

  5. Compliance monitoring & enforcement task force • CME Task Force comments on the National Compliance Initiatives for Fiscal Years 2020-2023 were submitted to the EPA docket on March 11, 2019. • The TF is working with EPA on revisions to the 2015 RCRA Compliance Monitoring Strategy, to streamline redundancies and ensure consistency with the State Review Framework, National Program Guidance and grant workplans, among other documents, since the CMS is connected with those documents. •  The TF will also be looking at the final Pharm rule from a compliance and enforcement perspective and will see what kind of product they might develop, e.g., a fact sheet. • The Task Force is tracking the development of EPA’s Smart Tools for RCRA Subtitle C Field Inspectors.  One member is involved with the initial testing of the software. • Region 4 member: Mike Elster, GA

Corrective Action task force • The TF is developing a Corrective Action Beyond 2020 position paper.  They’re currently working on updating the outline.  This topics will be discussed during the Hazardous Waste Roundtables at the Mid-Year Meeting, to gain input from States in addition to those on the Task Force into the development of the paper. • The TF is working with EPA on corrective action and corrective action beyond 2020 issues. • The TF is also working with EPA on Long-Term Stewardship for RCRA Corrective Action, in follow-up to the LTS Workshop that was held in late August 2018 in Arlington, VA. • Region 4 member: Bill Krispin, TN

  7. Program & information management task force • The Task Force is tracking implementation of the e-Manifest system and the development of RCRAInfo Version 6.  They are particularly interested in the report functionality of the systems, and the reports for State regulators that can be generated by the e-Manifest system. • Region 4 member: Krista Caron, MS

  8. PFAS • Ad Hoc Workgroup: Chaired by ASTSWMO Past-President, Ken Kloo (NJ) • Julie Woosley (NC) is a member • ASTSWMO staff and members continue to participate on PFAS Caucus, PFAS Steering Committee, and PFAS Cross-Association conference calls. • http://astswmo.org/pfas/ - contains news feed
