Common Strategic Framework PartnershipAgreement EU Cohesion Policy 2014-2020 Operational Programmes • Investment strategy aligned to deliver the Europe 2020 objectives of smart, sustainable and inclusive growth • Emphasis on performance, outputs, efficiency and and monitoring with possible payment suspension or financial corrections for failing to meet targets • Better coordination and links between cohesion policy, rural development, maritime & fisheries funds

  3. Which funds? • The four Common Strategic Framework funds • European Regional Development Fund • European Social Fund • European Agricultural Fund for Rural Development • European Maritime and Fisheries Fund • Plus other European funds • Horizon 2020 (was FP7) • Connecting Europe • Interreg

A menu of thematic objectives • Research & innovation • Information and communication technologies (ICT) • Competitiveness of Small and Medium-sized Enterprises (SMEs) • Shift towards a low-carbon economy • Climate change adaptation & risk prevention and management • Environmental protection & resource efficiency • Sustainable transport & removing bottlenecks in key network infrastructures • Employment & supporting labour mobility • Social inclusion & combating poverty • Education, skills & lifelong learning • Institutional capacity building & efficient public administrations

  6. Research & innovation Competitiveness of SMEs European Regional Development Fund (75% of total) 50 % committed to the following priority investment areas: Energy efficiency & renewable energy Information and communication technologies And the other 50% more flexible

  7. European Social Fund (25% of programme) • Promoting employment & supporting labour mobility • Investing in education, skills & life-long learning • Promoting social inclusion & combating poverty • Enhancing institutional capacity & efficient public administration

Issues • Economic and financial crisis • Restructuring of EU economic governance • Pressures on 2014 – 2020 EU budget • Low absorption rate of Structural Funds in some Member States; High error rate • New Member State (Croatia) from July 2013 • Slow moving process - real risk that programmes will not start on time

  9. National picture • Individual departments forming thinking on future structures • No consensus as yet on national position • Ministerial meetings in September and November • Consultation roadshows planned for December and formal consultation on Partnership Agreement to follow in January.
