  4. The Difference between Manpower &Personnel • Manpower manages all spaces (MPES/UMD) • MPF/CSS/FAMS manage the allmil faces (MILPDS/UMPR) • Civ Personnel manages the all Civfaces (DCPDS/PCR)

If it is not reflected on the UMD then it isn’t true • Be an Honest Broker! • Managed resources  scarce and finite • Programming belongs to MAJCOM  Rules will vary • FAMS have to pre-approve any UMD authorization change

UNIT MANPOWER DOCUMENT (UMD) • The official source for all manpower information • Depicts authorized (Funded) manpower by unit, work center, AFSC and grade • Key Fields • PAS, FAC, OSC, POS #, SEI, AFSC, GRD, RGR, MNT, PEC, QTRs, and Remarks • Distributed via email to unit POCs • POCs should distribute within unit

Requirement  Authorization • A Requirement is what you need • I require/need 50 workers. • An Authorization is what the Air Force can afford • I have funding for the 45 of the 50 workers I need. • There is no Authorization without a Requirement • Required/Authorized Strength Differences • I need 50 workers but the Air Force can only afford to pay for 45 of the workers I need.

  11. AUTHORIZATION CHANGE REQUEST (ACR) • An ACR is used to request: • Realignments of manpower authorizations within a function • Changes in authorized AFSCs • Adjustments in grades/skill levels • Adjustments of military/civilian mix
