  1. United Nations-Summary The UN has three main aims: to prevent the outbreak of war, to stop war once it has started and to help the victims of the war. Has the UN managed to achieve these aims in the past ten years? UN structure is complex with 3 main areas – the General Assembly, the Security Council and the Secretary – General. Some say the assembly is just a mere ‘talking shop’ while others suggest the Security Council has too much power and needs to be reformed. People also suggest that the UN needs to be reformed in order to deal with threats to peace.

  2. Reform of the UN • Why does the UN need to reform? There has been a huge jump in the number of peacekeeping missions in recent years – the Security Council needs to be reformed in order for the UN to deal with these threats effectively. • In 1992 a document called ‘Agenda for Peace’ was published. It stated the fact that there has been a rise in ethnic conflict and that the UN is failing to act. • It suggested the following: the creation of a UN standby force to deal effectively with conflict, which the Security Council can deploy. It also stated that UN departments be streamlined and some departments merged.

  3. Critics also state that the Security Council should be reformed as it is outdated. The council needs to be more democratic and transparent. Five countries have dominated the council since 1946 and some suggest this must change. The issue of veto causes debate as some believe it is extremely unfair for one country to have this key power. • Has progress been made in reforming the UN? The United States was against having a UN standing force as they believed it would be too expensive. However, some countries have been working with the UN and troops and equipment have been made available to deal with threats.

  4. Kofi Annan attempted to take the reforms forward – he asked member states to work more closely with the Secretary-General. In 2005 China and the US worked together and opposed the addition of more permanent members to the Security Council. • Kofi Annan stated ‘’that only a reformed UN can confront the combined threats of terror and poverty’’.
