  • What has been the delay in the project?
  • The OSFC meets monthly to approve these projects. Fairfield City Schools submitted the HB 264 project in October. The OSFC canceled their November meeting and did not consider our project during December.

  • When will it be approved?
  • On behalf of the Fairfield City Schools, National Energy Control has been in close contact with the OSFC frequently. All indications point to the approval of the project at the January 27, 2011 meeting.

Details of the Project
  • We will complete replacement of some original heating systems. The buildings currently utilize boilers.
  • These original systems are energy inefficient. The replacement of these systems will represent a great cost savings to the district.

More Details
  • Gym Lighting Replacement
  • Currently all district gymnasiums and multi-purpose rooms use high intensity discharge or HID lights. They emit a lot of light, but are very expensive to replace and not energy efficient. They also burn very hot!
  • We would replace the lights with high efficiency T-8 fixtures.
  • This was the main reason that we started looking at this project.

  • Classroom lighting upgrades
  • New windows at North Elementary, West Elementary, and the Middle School
  • Air conditioning at North and West Elementary
  • Surge protection corrections
  • Programmable thermostats with set back controls
  • Building automation software/control replacement

Total Project Cost
  • The cooling portion of the project is not part of HB 264.
  • Air conditioning was a recommendation to the board in addition to the HB 264 project.
  • The total project with cooling will be approximately $4.2 million. The HB 264 portion will be about $2.8 million and the cooling portion about $1.4 million.
  • The return on investment would be approximately 13 years. A quicker ROI from our project is anticipated.

  • As part of the HB 264 project, the OSFC will verify that the projections of National Energy Control are accurate. National Energy is responsible for the projections and ensuring that we reach our energy saving goals.
  • Bid packages will be created in order to allow for participation by local vendors. We feel strongly that this process will provide us with competitive pricing and reduce the overall cost of the project. National Energy Control is committed to this process.

Start/Finish
  • Once the project receives approval from OSFC, we will work to finalize the details regarding the financing. When the money is secured, we will be able to begin work in the buildings.
  • Much of the work will be completed during the summer. Our goal will be to have everything completed tentatively by September 1, 2011.
