  2. RF Exposure • Within Europe there has been an evolution in the EU Directives: • From: an individual piece of equipment tested in a controlled environment • Responsibility for conformance lays with the manufacturer Gsc10_grsc3(05)37

RF Exposure • To : Physical Agents Directive (part 18) 2004/04/EC • the total EMF exposure within a work place both from the equipment under the control of the employer within that workplace and EMF contributions outside that workplace (ie transmitters on adjacent buildings) • Responsibility now lays with the employer • An interesting evolution from the normal equipment Standardization perspective!   4. RF Exposure • Considerable debate took place within the joint working groups between ETSI TC Safety and CENELEC TC 106X, • The outcome is a top level document (still under development ) that is focused upon the needs of the employer and whom may well be non-technical. Gsc10_grsc3(05)37

RF Exposure • the draft document lays out : • Tables of equipment types which do not be need to be considered as they are below the “safe” level of 20mW • Tables of equipment types that need to be considered as they are probably over the 20mW limit • Suggestions for the employer to obtain the relevant information • References relevant harmonised standards and other useful information Gsc10_grsc3(05)37

RF Exposure • The total EMF exposure approach is reasonable but provides challenges for those preparing standards to meet the Directive. • ETSI TC Safety would be interested in receiving information for any other members of GRSC who have experience with this approach to EMF exposure • Please contact Brian Copsey brian.copsey@ETSI.org Gsc10_grsc3(05)37

Measurement Uncertainties • ETSI STF 259 was requested to look at measurement uncertainties and test methods for EMF site testing • Broadband isotropic probes and discreet antenna methods were evaluated by ETSI TG 27 – Radio Engineering • Assistance was sought from the UK National Physical Laboratory (NPL) on calibration and measurement uncertainties • Measurements were carried out on simulated transmitters and a radio site using both techniques • Recommendations are made in EG 202 373 currently under approval Gsc10_grsc3(05)37

  8. EMF Measurement Uncertainties • Target MU for site testing: • ± =<30 % • Broadband probes: • ± <30% • Antenna method: • > ± 10dB Gsc10_grsc3(05)37

EMC Measurement Uncertainties • EMC radiated measurements test limits extended to 6 GHz by CISPR in CISPR 22 • CISPR Test Methods extended to 18 GHz • New Site Calibration methods in CISPR 16 under preparation • Radiated test method measurement uncertainty maintained at under ± 6dB • EMC for new technologies e.g. UWB devices not yet defined but under investigation by ETSI STF 259 Gsc10_grsc3(05)37

Radio testing Measurement Uncertainty • Constant amplitude modulation schemes completed in EG 202 290 and under approval • New test methods required for wideband non-constant modulation schemes are under consideration to include: • CDMA • TDMA • OFDM • P-UWB, DS UWB, MC-UWB • Mi Mo • …….others Gsc10_grsc3(05)37

Future • Sufficient information is now available for circulation to commence regional discussions • Task Group on Test Methods and Measurement Uncertainties in GRSC can now commence their work • A report will be produced for next GRSC meeting • Support is required for validation of test methods • Investment is being made by ETSI and ETSI members to provide test facilities • Participation of other test facilities in other regions are requested.
