  5. The Agency’s role • Audit data - qualitative assessment, final destinations, reject rates, landfill tonnages • Provide a draft reconciliation - for trading • Retire final accounts and move WDF data into public domain (level 40)

  7. What happens to your data? Authority Enter data level 20 authorise to level 30 EA report performance to Defra Authority Amends rolled down data as necessary Validation needs to be completed within 1 month Enviros Validation Quantitative check of trends/anomalies and discrepancies Check accuracy, quality and consistency of data Data Hub Authorities notified by WDF that validation is complete and data loaded onto hub Level 35 EA report performance to Defra Environment Agency Audit Qualitative checks - final destinations, reject rates and cross-boundary movement Regs require audit to be completed within 5 months of end of quarter EA report perfromance to Defra EA Reconciliations sent to authorities

  8. Reconciliation • 99 Authorities got data to level 35 on time - all received draft reconciliation by 31 Aug • 12 Authorities provided late data - all received draft reconciliation by 6 Sep • 10 Authorities with very late data - received a final reconciliation figure on 2 October

  9. The purpose of the reconciliation • Heads up to local authorities on performance • Period of one month when authorities can trade/borrow to hit targets • Opportunity to disagree if ‘a fundamental and major error’ has occurred. • 3 Authorities successful under above criteria

Current status on reconciliations • 108 Authorities have agreed - data rolled up level 40 accounts retired within trading registry • 42 Authorities queried their draft reconciliation • 13 Authorities disagreed with the reconciliation • Publication of annual LATS report 10 Nov - awaiting outcome of disputes

  11. Finally,Suggestions for improvements • Improve selection lists for final destinations • Improve validation process • 2006/7 amend mass balance for rejects to efw • Mass balance calculation - UAs on WDF • Mass balance calculation - WDAs (discussion)
