Green Building Council • The requirements for a Green Building are administered by the Green Building Council. • World wide there are over 1o2 Green Building Councils and Namibia is a member with a Prospective Status. (102/206) • In Africa (1/6/6/54) • Green Building Councils use the Green Star Rating tool to ensure compliance of building designs and as built designs.

MINISTRY OF WORKS AND TRANSPORTA top management perspective • The Property Portfolio for Ministry of Works and Transport runs into multitrillion dollars • The Projects Portfolio for the Ministry of Works runs into multi billion dollars • The Ministry of Works and Transport is in the best position to influence the adoption of Green Building standards in all Government Buildings • The Ministry is the Technical Arm of the Government with regards to Government Building Projects

MINISTRY OF WORKS AND TRANSPORT - operations perspective • On a day to day basis we: • Check and Approve building documents • Evaluation of Designs • Is there an evaluation criteria? • What should constitute an Evaluation criteria? • Is there a BEST PRACTICE • Project Management: • Site inspections , meetings, building handover • All these questions have an answer in the Green Star Rating Tool –technique, method

Green Star Rating Tool • It is an evaluation tool with a well defined criteria • It measures the following: • Energy Use in a Building, Water Efficiency, Choice of building Site, Materials used during construction, Indoor Environment Quality, Lighting, ....... • It sets as minimum SANS standards, ASHRAE standards, Building Regulation Requirements • It is an environment standard • It is a quality standard • It is a best practise • We can deploy it within the Departments in our Ministry

  7. A case of two Regional Offices • Two buildings from two different Architects • HVAC subcontract awarded for: • Case 1 - N$1,3 Million • Case2- N$2,4 Million • Functions of the Building are the same

  8. Case 1 - NS1,3 Million • Building allows lots of sunlight and could use less amount of lights • It allows for lots of natural ventilation. It will require less mechanical ventilation. • It uses less material through the use of dry partitions were appropriate. • As a result electricity bill will be lower and the environmental impact will be lower

Case2- N$2,4 Million • Building allows much less sunlight and will use more lights • A number of rooms have no access to natural ventilation. • It uses more material. • As a result electricity bill will be higher in Case 2 and the environmental impact will be higher. • The price of the buildings Case 1 (N$24 M) Case2 (N$30 M)

Efforts by the Ministry of Works and Transport to Achieve Green Status • In July 2013 the Permanent Secretary approved the payment for 55 professionals from the Department of Capital Projects Management to under go training on the Green Star Rating Tool at the Habitat Research Centre in Katutura • In February 2014, the Permanent Secretary facilitated the training of five professionals at the Smart Build Conference in Cape Town South Africa. The conference showcased innovative sustainable materials and technologies.

  11. CONCLUSION • Going green does not necessarily mean EXPENSIVE • It is a Quality Standard • It is an Environmental Standard • It is a Best Practise • The Ministry of Works and Transport is in the Best Position to Lead the Way
