  3. Whatcapacityisneeded? Technical guidance and tools • Cash based interventions guidance (e.g. CaLP, EMMA) • Urban setting assessment monitoring and targeting (e.g. FAO/WFP/Oxfam/ACF Concern) • Needs assessment and validation of key food security indicators (link with NATF). • IPC reference/forum for food security analysis. • Identification of beneficiaries/targeting • Exit strategy and LRRD • Link with nutrition • Guidance for efficient management of clusters, not only info sharing but action-oriented, coordination tools, factsheets, templates, identification of leaders and membership rules (FAO CC guidance)

  4. Training • Need to clarify what is the right training (coordination versus technical) to the right people (global, local, etc.) • Distance learning tools (ACF, FAO) • Workshops

  5. How can partners contribute ?FSC Global Team • Facilitate the exchange of best practices (link with FAO lessons learning practices, ALNAP). Mapping of existing resources (guidance, lessons) • Identify and take initiatives • Validation/endorsement of guidelines (ex. on cash: maybe not choose one but acknowledge), incl. minimum standards of assessment to endorse. • Mapping of existing situations in countries • Advocacy to have food sec in consolidated appeals • Technical support to national clusters / training.

  6. How can partners contribute ?Partners • Involvement in technical guidance development • Involvement in review of existing guidance / peer review • Institutionalization: Responsibility of each member to do training of its own staff (cluster system, technical e.g. Cash) • (Contribution to operational support with dedicated staff)

  7. How can partners contribute ?OCHA - other clusters • Nutrition Cluster • Early Recovery Cluster • Cartographic capacity of other global Clusters ex. Logistics Cluster.

  8. How can partners contribute ?Donors • Make sure partners funded participate • Share funding and technical guidelines • Financial support • Advocacy • Role of technical arms of donors (e.g. JRC, FEWS NET)
