  4. Joint Programming:Using Resource Modalities • Parallel • Pass-through • Pooled • SWAPs

  5. Joint Programming:SWAPs • Common interface with government/SWAPs: • Each agency manages its own disbursement • One agency manages disbursement of more than one agency

  6. Joint Programming:Challenges • Differing methodologies and procedures • Agency capacities at country level • Visibility • Time for coordination efforts

Joint Programming:Revised Guidance • Place joint programming within the UNDAF framework with national leadership • Be provided for all joint programming financial modalities. • Be provided on the administrative, financial and personnel procedures necessary to implement the programmes/projects • Simplify programming relationships at the country level • Promote and facilitate opportunities for joint programming

  8. Joint Programming:Workplan • Country visits and consultations- August/September • Administrative and financial procedures inputs from working groups- July/August • Finalization of Guidance - September • Approval Process - October/November • Revised Guidance issued by end 2003
