Overview of Act 1163 An Act Concerning Websites To Ascertain The Expenditure Data of State-Supported Institutions of Higher Education; And For Other Purposes • Enacted during the 2011 Regular Session • Requires presentation of expenditure data on a website operated by the university • Expenditure Data relates to information regarding the spending of public funds • Must adequately identify the purpose, amount, payor and vendor • Requirements begin with FY2013. The website will ultimately display 10 years of expenditure data

OpenUA Timeline • May 2011 - ADHE begins promulgating rules for implementation of Act 1163 • October 2011 – OpenUA site construction begins • January/March 2012 – Validation of data and testing begins • April/May 2012 - Demonstration of OpenUA to campus stakeholders • May 2012 – OpenUA “soft” launch to pilot group • July 2, 2012 – OpenUA public launch to coincide with establishment of ADHE institution links

OpenUA Guided Tour • Includes expenditure activity for UA entities where accounting is performed by the Fayetteville campus • Displays expenditure records processed through BASIS system – including foundation funds via company 0392 and excluding agency funds • Searchable by any combination of date, category, UA system entity or payee • Site is updated monthly

Overview of Act 742 An Act To Provide For The Electronic Filing Of Reports To Entities Of The State By State Agencies; And For Other Purposes • Enacted during the 2011 Regular Session • Requires a state agency required by Arkansas law to file a report , including without limitation a written report, with an entity of the state to • File the report in electronic form • Post the report on its website • Effective 7/27/11

Progress Working group has been formed and is identifying content required to be posted by legislative acts Need your help in identifying existing materials appropriate for the page and to devise a plan to develop additional content
