  4. STATE OF THE IIT SYSTEM AT THE END OF THE ACADEMIC YEAR 2002-03

  5. FACULTY MATTERS • IIT pay and perks structure need urgent review. • Performing faculty to be retained till the age of 65. Extension to be given within the IIT system without reference to MHRD. No more than 20% of the Professors should be under extension. • Current pension scheme to be retained. • Post –retirement medical scheme to be provided. • Assessment & promotion scheme as in IISc. to be introduced.

FACULTY MATTERS (Contd.) • Foreign nationals as faculty (start with PIOs) • Joint appointment with industry and other institutions. • Create a separate HR units to spot and hire talents, nurture the faculty. • Inbreeding discouraged (a minimum wait time of three years after Ph. D. to be considered for a faculty position)

FACULTY MATTERS (Contd.) • Initiation grant of 20 Lakhs, Housing and Medical • Provide funds for short term visits for collaboration • Senior faculty to act as mentors to new faculty. • If an eminent person is located during faculty search in a frontier field for which the interest in a given IIT has not yet developed, this should be used as an opportunity to build and develop such interest.

Even existing faculty seeking promotion must apply through open channel. • Recommended Method :Application for faculty position received throughout the year and processed. Interview dispensed with for Professor’s post, which is invitational. • Outstanding researchers to be rewarded financially Distinguished Research Professorships Funding for Visiting Professors / Outstanding Scientists

  9. RESEARCH ENHANCEMENT • Ph. D. output of IIT faculty low (In 1984 it was 0.16 per year, in 2003 it was 0.19 per year) BOG should set up targets so as to raise it by a factor of two. • IITs must report citation in addition to publication. • Rigorous Pre-Ph.D. programme • Attract students and post docs from abroad • A few Pan-IIT ground challenge projects to promote inter IIT collaboration

  10. RESEARCH ENHANCEMENT (CONTD.) • To attract better students for Ph.D. assure career opportunities to Ph. D.s from IITs • 100 Golden Jubilee Research Fellowships with a monthly stipend of Rs 20,000 per month. • IITs must bid for more national facilities. • More alliances with foreign institutions. • Budget allocation for research – IITs to provide funds from earnings and donations to be matched by MHRD.

  11. EDUCATIONAL SYSTEM • Observations : • UG strength in comparison with PG+Ph.D. decreasing • Rate of growth of intake in 4 years (99-03) is 18% • Highest growth in Ph.D. -49% • Dual Degree (27%) • PG (22%) • UG (7%) • UG intake to increase to 17,000 from 11,500

  12. EDUCATIONAL SYSTEM (Contd.) • Observations : • Quality of PG not as good • Drop out rates in Ph.D. high • Non-uniformity of credit structures in different IITs is a cause for confusion. • Science content in B.Tech curriculum (11 to 19%) should increase.

EDUCATIONAL SYSTEM (Contd.) • Considering the emergence of Biology as a key field in recent years and its links to Biotechnology, Bio-Informatics, Artificial Intelligence, Neural Network, Genetic Engineering etc. it is essential to accord a place to Biology along with physics, Chemistry and Mathematics in B.Tech. curriculum. • Students lack communication skills and societal awareness. • One needs to re-examine the quantum and content of H&SS courses. • Introduce credit based projects from 2nd year to be carried on to the 3rd and 4th year.

  14. EDUCATIONAL SYSTEM (Contd.) • Dual degree programme has not served greater academic purpose and have simply facilitated entry of lower ranking students to a discipline. Need to redesign the programme or discontinue it. • Recommendation for introducing a 4-year Post-B.Sc. M.Tech. program to get students with a strong science base into engineering. • CEP should serve a larger purpose than just training. • IITs should be involved with such industrial houses which are capable of providing cooperative projects to the IITs.

JOINT ENTRANCE EXAMINATION • JEE should be left alone to develop. • Suggested reforms in JEE system includes admission on the basis of a single test rather than the present two stage process. • Level of examination should be such that bright students out of school should be able to get through JEE without having to go to coaching classes. • Go over to a web based test in a three year time frame. • Extend the merit list to , say, 8000 so that NITs may admit students through this as well.

PATENTS AND INTELLECTUAL PROPERTY • Though patent applications from IITs and IISc have increased in the last decade , there is much room for IITs to show innate strength. • IITs must develop a strong focus on IP creation and add to India’s stature in the international for a by generating a large and worthy patent folio. This will also encourage students to become entrepreneurial.

IP, PATENTS • An IP management system should be created which should be managed by a dedicated professionals and personnel. • Separate budget head with an initial grant of 50 Lakhs per IIT. • The entire concept of Innovation should change from the present techno-economic and commercial view to one which addresses societal aspirations.

INDUSTRY LINKAGES • Creation of autonomous bodies for industry interaction desirable (to replace current ICSR) • Industry personnel should be able to work in IIT environment for substantial period of time. Senior Fellowships for working level industry personnel to visit and spend time on joint projects. • Need for industry to recruit trained graduates like Ph.Ds. Central Govt. to provide tax incentive to industry for hiring Ph.D.s • Serious attention may be paid to develop a framework for IIT system as a whole, as well as for the individual IITs, to encourage, assist and reward entrepreneurship of their graduates as well as of their faculty.

  19. WEB LEARNING • IITs should undertake internal review of the Web based courses offered in terms of issues such as • Technology • Content Generation • Training of Mentors • Cost-effectiveness • Research Collaboration

FUNDING, INFRASTRUCTURE • IITs must have world class infrastructure in terms of labs., lecture theatres, residences etc. Much of older constructions are beyond economic repair. • Most of student laboratories and workshops need to be urgently revamped. To implement it a grant of Rs 20 crores per IIT per year for the next five years recommended.

  21. EXPANSION WITHIN THE COUNTRY & ABROAD • Increase B.Tech. enrollment. • Indian IITs can play roles similar to that played by their partners in the formative years. They can lead consortium to establish quality institutions in foreign countries. • IITs to be equipped and supported in setting up off shore campuses.

NON-FACULTY MATTERS • All IITs to emphasize on staff training and skill development. • Comprehensive review of cadre structures and promotional avenues underlined. • Need to create more supervisory staff positions. • IIT Council to help find solutions for various issues like pay scales, stagnation etc. • Clear-cut policy for cadre review of Group A officers.

GOVERNANCE ISSUES • No change in IIT Act required. • Statutes to be amended • Setting up of PAN IIT Synergy Committee • To provide inputs to IIT Council • To provide a forum for exchange of best academic practices • No compromise on individual IIT’s autonomy • Develop cooperative approaches with other ministries such as DST, MCIT etc. to fund research. • To provide advice on common matters like admission process, nomenclature of degrees etc.

GOVERNANCE ISSUES (CONTD.) • Board of Governors – State nominees should not be DTEs but technologists and industrialists of repute. • MHRD nominees to the Board should be eminent professionals with specialized knowledge or practical experience in respect of education, engineering or science. • In the Finance Committee, the F.A. should continue to be a member.

GOVERNANCE ISSUES (CONTD.) • Procedure of appointment of Chairman BOG to be changed. • The outgoing Chairman suggests a panel of three names for consideration of the Chairman IIT Council and the Visitor. • Procedure for appointment of Director should be changed to a system similar to that of IISc. • The Chairman, BOG suggests a panel of 3 to 4 eminent persons to form the Search Committee who recommend a suitable name to Chairman of IIT Council and the Visitor.

GOVERNANCE ISSUES (CONTD.) • Deans position should be statutory. • New Deans to look after IT and IP matters. • Dean to look after HR issues connected with faculty search and retention. • Advisory Committees of eminent persons & eminent alumni to be in place in all IITs along the line of IIT Bombay’s Advisory Council.

  27. EXPANSIONS • More IITs should be set up at a steady pace. • Special incentives to IITG faculty. • MHRD should set up major national facilities in IITG campus.
