  4. Project Review VIRTUAL SILK HIGHWAY National Science – Educational Network of Turkmenistan

Purposes of the Project • Creation of common informational network to unify educational and science and research institutions of Turkmenistan • Providing an access to worldwide science knowledge and achievements • Evolution of using of modern computer and network technologies in science and educational purposes

Description • The Virtual Silk Highway Project is developing with the NATO Science Department’s support and oriented on unifying of scientific-research and educational institutes in common scientific-educational network with accessing to Internet. For this purposes we have a satellite terminal for realization of connection to Internet in Hamburg, Germany, where the Center of Satellite Connections for the entrained in The Virtual Silk Highway Project CIS countries located.   7. The Satellite Terminal is located on the Turkmentelecom building, indoor the building there’s also tranceiving and input - output distribution equipment: satellite modem, router, content engine, switchboard, and wireless communication access equipment.

Concomitant Programs For the purpose of professional development of personnel that working in the field of the Project, the following training courses are conducting in SCST, beginning from May 2004 y.: • English Language course, according to approved schedule. More than 100 students are involved to the English languagetraining courses. • Computers and Internet course, that also carrying out in SCST; more than 300 personsare trained, according to the computer training program.

  14. Current situation(page 1) • At the moment 21 Science-Education Turkmen organisations are connected to VSH system. Karanov • Science Clinic Center of mother and child named Gurbansoltan Eje • National Institute of Manuscript named after Turkmenbashi • Turkmen National Pedagogic Institute named after S. Seidi, located in Turkmenabat (partly equipped from Tacis-Tempus Project budget) • State Power-Engineering Institute of Turkmenistan located in Mary (equipped from Tempus and OSCE budget)

NIG 4 Project milestones Based on the existing structure managed by the Supreme Council of Science and Technology under the President of Turkmenistan the existing VSH system is extended via fiber-optical cable to the most important scientific and educational institutions and not included so far in the VSH system. At the fourth stage for institutes is planed to connect to VSH system and installation of the terminal equipment is presupposed, and the active computer equipment they will acquire by themselves. Priority points are been following Institution outside Ashgabat. It is planned to connect: 1. Faculty of Oil Processing of the Turkmen Polytechnic Institute (Balkanabat) 2. Science-research Institute “Balkannebit” (Balkanabat) 3. Medical school named after Gurbansoltan Eje of the Ministry of Health and Medical In- dustry of Turkmenistan (Dasoguz) Also it is planed at the fourth stage the further development of the common informational backbone to prolong the existing fiber-optic and radio link on the base of following structure to following direction: 4. Ministry of Culture and Television-radio broadcasting of Turkmenistan the Turkmen National Conservatoire 5. Ministry of Culture and Television-radio broadcasting of Turkmenistan the State Academy of Arts of Turkmenistan 6. National Institute of Sports and Tourism of Turkmenistan 7. Ministry of Health and Medical Industry of Turkmenistan Hospital with Scientific-Clinical Center of Physiology 8. State Institute of Cultural Heritage of the Peoples of Turkmenistan, Central Asia and the orient under the President of Turkmenistan “Miras”.
