BEST PRACTICE GUIDELINES ON NATION-WIDE LAND ADMINISTRATION WPLA Workshop Athens 28-31 May 2003 IACS - REQUIREMENTS LPIS: Land Parcel Identification System Key component of IACS forarea based subsidies * Every year, the farmer has to declare all his/her agricultural parcels: continuous piece of land with a single crop cultivated by a single farmer (Reg. 3508/92) * However, the Commission allows the usage of production blocks(continuous piece of land) or îlots(continuous piece of land cultivated by a single farmer). * Administrative cross-checks (100%) between declared and reference parcels (contained in LPIS). * Inspections on the spot (minimum 5%). BEST PRACTICE GUIDELINES ON NATION-WIDE LAND ADMINISTRATION WPLA Workshop Athens 28-31 May 2003 IACS - REGULATION PREVIOUS REGULATION NEW REGULATION Council Regulation 350/92 Council Regulation 1593/00 • Compulsory implementation of Digital LPIS in all the Member States • An integral part of Acquis Communautaire for Candidate Countries • Digital LPIS have to be fully operational in January 2005 • Strongly recommend the use of orthophotosas a basis or as a support to existing LPIS • Provides recommendations on the minimum accuracy and standards of the LPIS (article 4) • Integration of graphical and alphanumerical data • Only compulsory the implementation of alphanumerical identification, without any obligation of digital maps (Graphical identification). • IACS in 1993-2000 may use "hybrids" or ”half” G.I.S.
