  2. Question #1 • Can Perkins funds be used to pay for remedial courses? • “Remedial Course”: designed to provide instruction in reading, writing, and mathematics for students who have not acquired the basic academic skills necessary to success in general or in career and technical education courses.

  3. Answer #1 • NO – the federal definitions of CTE precludes this. • Any course funded under Perkins IV must meet ALL parts of the definition of CTE including • That the coursework provide “coherent and rigorous content aligned with challenging academic standards” and “technical skill proficiency”. • Excludes prerequisite courses that are remedial – “organized educational activities that offer a sequence of courses that may include prerequisite courses (other than a remedial course)”.

  4. Question #2 • Can Perkins funds be used for remedial services that are part of a CTE class or program?

  5. Answer #2 • YES – Section 135(c)(6) allows for the use of funds “for mentoring and support services”. • Defined as services related to curriculum modification, supportive personnel, and instructional aides and devices. • Not allowable for COURSES but can fund SERVICES related to CTE courses students are enrolled in.

  6. Question #3 • Can Perkins funds be used to pay for the transportation of students?

  7. Answer #3 • YES and NO – it depends • You cannot give cash, voucher, etc to a student enrolled in CTE to take a bus, plane, etc. to CTE sites (internship, college, CTSO event, etc). • You cannot use Perkins funds to pay for transportation of students to CTSO events. • You can pay to transport students in CTE programs on field trips.

  8. Question #4 • Can you use Perkins funds to pay for “giveaways” that promote your CTE program?

  9. Answer #4 • NO – Perkins funds cannot be used to purchase items such as mugs, T-shirts, pencils, plaques, etc. to promote CTE programs.

  10. Question #5 • Can you use Perkins funds to purchase equipment for teacher use?

  11. Answer #5 • NO – equipment purchased solely for teacher use is not allowed. All equipment purchased with Perkins funds must be for student use or utilized in instructing students in the classroom.

  12. Question #6 • Can you use Perkins funds to pay for the renovation or building of classroom facilities?

  13. Answer #6 • NO – This includes facility wiring; it is not allowable.

  14. Question #7 • Can you use Perkins funds to pay for textbooks?

  15. Answer #7 • Maybe, depending – Textbooks can be ordered with Perkins funds for new courses only. Textbooks for existing CTE courses are the LEA’s responsibility.

  16. Question #8 • Is FOOD an allowable expenditure under Perkins IV?

  17. Answer #8 • YES – Food may be an allowable expenditure for professional development and other program improvement activities such as advisory committee meetings. • “When food is necessary and the cost is reasonable.”

  18. Question #9 • Can Perkins funds be used to pay for salaries? If so, what types of employees are eligible?

  19. Answer #9 • Yes: • CTE Counselor spending majority of time in career counseling. • CTE teacher to initiate a NEW program of study in an emerging program area. Max length of time = 3 years. • Substitute teacher salary while CTE teacher is attending professional development. • No: • On-going teacher salary is NOT ALLOWED! • General student population guidance counselor.

  20. Question #10 • What is the overarching purpose of our Perkins funds? • Aren’t my Perkins funds just to “supplement” my CTE programs?

  21. Answer #10 • Purpose: • To support the goals and objectives of the State and Local Perkins Plans. • To enhance student performance on Perkins core performance indicators. • On approved CTE programs and pathways. • Use of Funds (pdf) • These are the categories we are accountable for (annual reporting).
