  1. The Climate Registry

  2. What Is The Climate Registry?? • Non profit organization for registering Green House Gases (GHG’s) • Composed of Member States, Tribes, and U.S. Territories • Created on March 14, 2007 • Membership still currently available

  3. What Does It Do ?? The Climate Registry will: 1. Gather data from stationary sources, mobile sources, process emissions and fugitive emissions 2. Certify this data using third-party certifiers 3. Report the data publicly

  4. Why Was It Created?? • Because the federal government has failed to take the action to reduce GHG’s • States decided to create an organization to register GHG’s as a first step towards managing/reducing GHG emissions • To create a database of GHG’s in anticipation of Cap and Trade, or GHG reduction/control strategies

  5. GHG’s and Climate Change • In computer-based models, rising concentrations of greenhouse gases generally produce an increase in the average temperature of the Earth. • Rising temperatures may, in turn, produce changes in weather, sea levels, and land use patterns, commonly referred to as “climate change.” Source: Intergovernmental Panel on Climate Change (IPCC) United Nations organizations: World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP)

  6. Green House Gases ATMOSPHERE OZONE LAYER

  7. Green House Gases • CH4 -- Methane • CO2 -- Carbon Dioxide • N2O -- Nitrous Oxide • HFC’s -- Hexa Flourocarbons (Halanes) • PFC’s -- Polymer Flurocarbons • SF6 -- Sulfur Hexaflouride Source: Intergovernmental Panel on Climate Change (IPCC) United Nations organizations: World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP)

  8. Global Carbon Cycle

  9. Sources of Carbon Dioxide

  10. Annual Energy Review 2005 Report No. DOE/EIA (Energy Information Administration) -0384(2005) Posted: July 27, 2006

  11. 2007 Projections • Assessments generally suggest that the Earth’s climate has warmed over the past century and that human activity affecting the atmosphere is likely an important driving factor. Source: Intergovernmental Panel on Climate Change (IPCC) United Nations organizations: World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP)

  12. How The Climate Registry was Created • States decided to take action on registering GHG’s • Invited Tribes to participate • Steering Committee of States and Tribes developed By-Laws, Articles of Incorporation, Principles and Goals

  13. How to Join The Climate Registry? • Members join by agreeing to Statement of Principles and Goals • Signed by Government’s Executive Official • Number of Tribal Members = Number of State Members • Executive Committee for day-to-day decision making • Central office with regional representatives • Stakeholder involvement through advisory committee(s)

  14. Costs Green House Emission Sources: Annual Participation Fee Annual Certification Fee Member States and Tribes: ∅ Zero Zip Nada

  15. By - Laws • Eligible for membership • States • Tribes • Districts, Territories, and Possessions of the US • Members = Member of Board of Directors • Board can extend membership to Canadian Provinces and Mexican States

  16. Board of Directors • Decrease in number of state directors does not shorten term of any existing director • Directors must be state or tribal employees or, in the case of tribal and other members, an elected official • If status of director changes, automatically removed from office • Four-year terms, no limit on number of terms • No alternates

  17. Composition • Board of Directors (Members) • Officers • Committees • Staff

  18. Officers • Chair • Vice-Chair for Finance and Development • Vice-Chair for Programs and Protocols • Secretary • Treasurer

  19. Committees Board Committees Advisory Committees Executive Committee (Officers plus two at-large members) Executive Committee has full power of Board between meetings

  20. California Climate Action Registry • The Climate Registry is modeled after CCAR • 235 members • Industry • State and local agencies • RGGI (Regional Greenhouse Gas Inventory) Northeast states • New Mexico, Arizona

  21. U.S. Energy Distribution Source: Energy Information Administration 2007

  22. Questions • No cost to become a Member • Must pay travel costs • Member must participate (attend Board meetings or via conference call) • No proxy votes or participation • No alternates • Members do NOT have to register GHG’s

  23. Significance for Tribes • Participation • Decision-making • Support Efforts to Reduce GHG Emissions • Cap and Trade • Regulation of Emissions

  24. Information Available Here Statement of Principles and Goals Important Dates Websites: By-Laws Articles of Incorporation Attorney’s Reviews Sample Invitation Letter/Joining Letter

  25. Deadlines • April 24 – to join for press announcement about creation of The Climate Registry • May 1 – press release whoop-tee-doo • May 16 – to join as founding Member • May 23 – first meeting of Board of Directors

  26. The National Park formerly known as “Glacier”

  27. California Quick Facts • California ranks third in the Nation in refining capacity and its refineries are among the most sophisticated in the world. • California’s per capita energy consumption is low, in part due to mild weather that reduces energy demand for heating and cooling. • California leads the Nation in electricity generation from non-hydroelectric renewable energy sources, including geothermal power, wind power, fuel wood, landfill gas, and solar power. California is also a leading generator of hydroelectric power.

  28. National Research Council May 2001 “Greenhouse gases are accumulating in Earth’s atmosphere as a result of human activities, causing surface air temperatures and sub-surface ocean temperatures to rise.” “The changes observed over the last several decades are likely mostly due to human activities, but we cannot rule out that some significant part of these changes is also a reflection of natural variability.”
