  3. Background figures for the last 10 years: Scottish New Build Completions

  4. Background figures for the last 10 years: Highland New Build Completions

  5. What Housing • Scottish Government Definition of affordable housing: • “Housing of reasonable quality, affordable to people on modest income” (Planning note 2/2010) • Defines types: • Social rented – owned/managed by RSL/LA • Private rented – owned by private sector, managed to same standards and similar rent • Low cost home ownership – for those who can’t afford to buy outright • Shared ownership - part purchase/part rent • Shared equity – share up to 80% • Subsidised home ownership – developer receives grant to sell below market value • Unsubsidised LCHO – sold at discount, no subsidy • What about NHT mid market rent /Starter Homes?

  6. Private Market Direct Constraints • Lack of development finance • Lack of mortgage finance • Infrastructure costs • Lack of economically developable land • Planning constraints/delays/developer contributions • Skills shortage • Rising costs • … and what is the market • Sale/rent

  7. Affordable Housing Constraints Overall level of housing investment Grant rates Who is going to build them? Lack of economically developable land Developer contribution requirements 2008/09 – Total number 462 (excluding NHT) 2012/13 – Total number 245 (excluding NHT)

  8. Rural Housing Constraints • Lack of speculative building • Lack of developable finance for self-build • No economy of scale – higher costs

  9. How can the constraints be unlocked • Private: • Help to buy • Infrastructure loan finance • Release more land • Reduce developer contributions • Simplify the planning process

  10. Remove the constraints - affordable • Increase overall level of housing investment • Increase the grant rates • Focus on social rent – meets need • Focus on LCHO/NHT – meets numbers

  11. Remove rural housing constraints • Self build development loan finance • Bespoke community-led solutions • Use of community benefit funding • Mix and match funding • Rent to buy

  12. Wider Issues • What is Scotland’s housing market • Which tenure of housing should we be building • Welfare reform implications • Stick or twist -referendum • State of economy

  13. Conclusion How near to 21,000? Private Housing -dependant upon economy Affordable Housing – requires more public investment • Grants and loans
