  2. COURSE OBJECTIVE • TO PROVIDE ELIGIBLE COMPANY MEMBERS WITH THE BASIC KNOWLEDGE TO SAFELY AND EFFICIENTLY OPERATE THE UTILITY VEHICLE

  3. RESTRICTED DRIVERS • Operational Guideline #4.9 • Members between the age of 18 and 21, who meet all other qualifications, may train as a restricted driver on Utility 845, 849, Car 847 and Command 848. • All training shall be conducted IAW OG 4.3.

  4. RESTRICTED DRIVERS • Restricted drivers will be subjected to the following limitations, in addition to the rules and requirements applicable to all drivers: • 4.9.3.1 May operate above listed vehicles only if no other drivers are available. • 4.9.3.2 May only drive vehicles at reduced speed, regardless of the incident type.

  5. COURSE OUTLINE • Vehicle Orientation • Training at this level should take place at the fire station and shall consist of: • 1.) Cab control functions/emergency warning devices. • 2.) Fire department equipment. • 3.) Fire department procedures. • 4.) New Jersey state law governing operation of emergency vehicles. • 5.) Vehicle handling characteristics. • Minimum training time ‑ Level I: .5 hour.

  6. COURSE OUTLINEGeneral Driving Performance • Driver/Operator training at this level is divided into two (2) phases to allow the trainee to practice and receive specific instruction under varying road and weather conditions.

COURSE OUTLINELevel II ‑ Phase 1: • Training at this level shall occur during daylight while temperatures are above freezing and on roadways of little or no traffic flow (preferably private property, large parking areas, etc.). During training at this phase, the Instructor will drive the apparatus to the area selected for instruction. The Instructor shall decide when to begin the trainee at Level II ‑ Phase 2 instruction, but only after the trainee demonstrates proficiency within those skills outlined below for Level II training. • 1.) Placing the apparatus in operation. • 2.) Familiarization of handling characteristics. • 3.) Braking, slowing, and stopping. • 4.) Turning (left, right, U turns, K turns). • 5.) Backing (straight, turning, alley dock). • 6.) Serpentine • 7.) Parallel parking. • Minimum training time ‑ Level II Phase 1: .5 hours.

  8. COURSE OUTLINELevel II ‑ Phase 2: • Training at this level shall occur on general public roadways and streets during daylight and night (dark) hours. Instruction shall be given within those skills as further outlined within this policy and specifically described on the Fire Apparatus Operator Certification Report. It is the responsibility of the Instructor to refer to and use a copy of the Fire Apparatus Operator Certification Report form as a guide for instruction of the trainee. • 1.) Placing the vehicle in operation. • 2.) Operating the vehicle in traffic and while passing other vehicles. • 3.) Turning the vehicle in traffic. • 4.) Typical placements for given incidents. • Minimum training time Level II Phase 2: .5 hours.

  9. COURSE OUTLINE Testing: • The trainee will be eligible for certification and authorization to operate U-845 after; • 1.) Completed Driver/Operator training at all levels as described. • 2.) Completing minimum training hour requirements. • 1.5 hour • 3.) Has demonstrated satisfactory performance to the Instructor of those skills necessary for operation of that particular apparatus. The trainee must demonstrate satisfactory performance during a road and operation test given to evaluate his performance according to the format outlined on the Fire Apparatus Operator Certification Report. For U-845, the road and operation test may be given by the Instructor as designated by the Chief and evaluated during training.

COURSE OUTLINE Reports: • It is the responsibility of the Instructor to complete an Activity Report form upon completion of each training session with the trainee. • A brief description of the training session must be included in the remarks. • It is the responsibility of the Instructor to complete the Fire Apparatus Operator Certification Report form upon completion of the road and operation test.

  11. COURSE OUTLINEReports: • All Activity Reports and the Fire Apparatus Operator Certification Report for each trainee must be compiled and forwarded to the Chief for records review and approval before the trainee will be authorized to drive U-845.

  16. DRIVINGStarting • Unplug the Kussmaul Auto Charger from driver side of vehicle • Ensure vehicle is clear of all obstructions • Enter into drivers seat

  17. DRIVINGStarting • 1. ACCESSORY, allows the electrical accessories such as the radio to operate while the engine is not running • 2. LOCK, locks the steering wheel, automatic transmission gearshift lever and allows key removal • 3. OFF, shuts off the engine and all accessories without locking the steering wheel. This position also allows the automatic transmission shift lever to be moved from the P (Park) position without the brake pedal being depressed. • 4. ON, all electrical circuits operational. Warning lights illuminated. Key position when driving • 5. START, cranks the engine. Release the key as soon as the engine starts.

  18. DRIVINGPreparing to start the vehicle • When starting a fuel-injected engine, don’t press the accelerator before or during starting. Only use the accelerator when you have difficulty starting the engine. • When the engine starts, the idle RPM runs faster to warm the engine. If the engine idle speed does not slow down automatically, shut off the engine and retry. If you still experience the problem, have the vehicle checked by the FAM. • Make sure all occupants buckle their safety belts. • Make sure the headlamps and all electrical accessories are off. • Make sure the gear shift is in P (Park) • Turn the key to 4 (ON) without turning the key to 5 (START)

  19. DRIVINGPreparing to start the vehicle • Make sure the corresponding lights illuminate or illuminate briefly. If a light fails to illuminate, have the vehicle checked by the FAM

  20. DRIVINGStarting the engine • 1. Turn the key to 4 (ON) without turning the key to 5 (START). • 2. Turn the key to 5 (START), then release as soon as the engine starts. Excessive cranking could damage the starter. • NOTE: If the engine does not start within the first five seconds on the first try, turn the key to 3 (OFF), wait 10 seconds and try again. If the engine still fails to start, press the accelerator to the floor and try again; this will allow the engine to crank with the fuel shut off in case the engine is flooded with fuel.

  21. DRIVINGBraking system • Four-Wheel Anti-Lock Brake System (ABS) • This vehicle is equipped with a four-wheel anti-lock braking system (ABS). This system helps you maintain steering control during emergency stops by keeping the brakes from locking. Noise from the ABS pump motor and brake pedal pulsation may be observed during ABS braking and the brake pedal may suddenly travel a little farther as soon as the ABS braking is done and normal brake operation resumes. These are normal characteristics of the ABS and should be no reason for concern. • ABS Warning Lamp • The ABS lamp in the instrument cluster illuminates when the ignition is turned on. If the light does not illuminate during start up, remains on or flashes, the ABS may be disabled and needs to be reported to the FAM. • Using ABS • When hard braking is required, apply continuous force on the brake pedal; do not pump the brake as this will reduce the effectiveness of the ABS and will increase your stopping distance. The ABS will be activated immediately, allowing you to retain full steering control during hard braking on slippery surfaces. However, the ABS does not decrease stopping distance.

DRIVINGFour-Wheel Drive (4WD) Operation • When four-wheel drive (4WD) is engaged, power is supplied to all four wheels through a transfer case. 4WD can be selected when additional traction is desired. • 4WD operation is not recommended on dry pavement. Doing so could result in difficult disengagement of the transfer case, increased tire wear and decreased fuel economy. • For proper operation, make sure that each hub is fully engaged and that both hubs are set to the same position (both set to LOCK or both set to AUTO). To engage LOCK, turn the hub locks completely clockwise; to engage AUTO, turn the hub locks completely counterclockwise.

DRIVINGThe 4WD System • Provides 4x4 High engagement and disengagement while the vehicle is moving • Is operated by a rotary control located on the instrument panel that allows you to select 2WD, 4x4 High or 4x4 Low operation. • Uses auto-manual hub locks that can be engaged and disengaged automatically based on the 4x4 mode selected. • Auto-manual hubs can be overridden by rotating the hub locks from AUTO to LOCK if desired • Automatic operation of the hub is recommended

  24. DRIVING4WD System indicator lights • 4x4 – momentarily illuminates after the engine is started. • Illuminates 4H when 4x4 High is engaged • Illuminates 4L when 4x4 Low is engaged

  25. DRIVINGUsing the Electronic Shift On the Fly (ESOF)4WD System • Positions of the electronic shift system • 2H (2WD High) - For general on-road driving. Sends power to the rear wheels only • 4h (4WD High) - For winter and off-road conditions. Sends power to the front and rear wheels • 4L (4WD Low) - For low-speed off-road applications that require extra power such as steep grades, deep sand or pulling a boat out of the water. Sends power to the front and rear wheels. • The electronic shift is designed to allow up to 45 seconds before a shift command is performed. • Note: Some noise may be heard as the 4WD system shifts or engages. This is normal.

  26. DRIVINGShifting from 2WD High to 4WD High and back to 2WD High • Rotate the 4WD control to the 4x4 HIGH position at speeds up to 55 mph. • The ESOF is designed to engage 4WD High when the vehicle is moving. If shifted while at a complete stop, 4x4 may not engage and the 4x4 indicator may not illuminate until the vehicle is allowed to move at a speed above 1 mph. • Do not shift into 4x4 High with the rear wheels slipping. • Rotate the 4WD control to 2WD at any forward speed. • Disengagement of the transfer case and hubs may be delayed due to torque bind.

  27. DRIVINGShifting from 4WD High to 4WD Low • 1. Bring the vehicle to a complete stop. • 2. Depress the brake. • 3. Place the gearshift in N (Neutral) • 4. Move the 4WD control to the 4x4 Low position • 5. Hold the shift conditions until the LOW RANGE indicator light illuminates. • 6. If the LOW RANGE indicator light does not illuminate within 15 seconds, allow the vehicle to move at a speed above 1 mph, then repeat steps 3-5.

  28. DRIVINGShifting from 4WD Low to 4WD High or 2WD High • 1. Bring the vehicle to a complete stop. • 2. Depress the brake. • 3. Place the gearshift in N (Neutral) • 4. Move the 4WD control to the 4x4 High or 2WD High position. • 5. Hold the shift conditions until the LOW RANGE indicator light shuts off • 6. If the LOW RANGE indicator light does not shut off within 15 seconds, allow the vehicle to move at a speed above 1 mph, then repeat steps 3-5.

DRIVINGTrailering • The vehicle is equipped with a Class IV trailer hitch with a 2” receiver. • The vehicle also has a Trailer Brake Control. • Designed to keep you in control of the vehicle when towing, this computer control module is integrated with the anti-lock brake system. It synchronizes the vehicle and trailer brakes for seamless braking while towing heavy loads. • Manual control levers located on the dash allow you to adjust the gain setting to compensate for changes in trailer, loading, or road conditions.

  31. DOOR CONTROL • A door control button has been installed on the console just in front of the portable radio. This button controls both the small bay door at Blackwood-Clementon Road and the center bay at Central Avenue.

  32. CENCOM GOLD CONTROL UNIT • Controls the audible and visual warning system. • Uses a series of push button and toggle switches to control individual functions.

  33. CENCOM GOLD CONTROL UNIT • DEPRESS ONCE TO OPERATE CONSTANT SIREN • DEPRESS AGAIN TO SHUT OFF

  34. CENCOM GOLD CONTROL UNIT • DEPRESS AND HOLD TO MANUALLY OPERATE THE SIREN

  35. CENCOM GOLD CONTROL UNIT • DEPRESS AND HOLD TO MANUALLY OPERATE THE ELECTRONIC HORN

  36. CENCOM GOLD CONTROL UNIT • DEPRESS ONCE TO ACTIVATE PUBLIC ADDRESS SYSTEM (PA), MICROPHONE LOCATED ON LOWER RIGHT SIDE OF CONSOLE.

  37. CENCOM GOLD CONTROL UNIT • Depress the standby button to deactivate any of the audible warning devices.

  38. CENCOM GOLD CONTROL UNIT • DEPRESS ONCE TO ACTIVATE TRAFFIC ADVISOR (TA) TO LEFT • DEPRESS A SECOND TIME TO ACTIVATE TA TO RIGHT • DEPRESS A THIRD TIME TO ACTIVATE TA TO A SPLIT PATTERN

  39. CENCOM GOLD CONTROL UNIT • Toggle switch to position 1 for rear lightbar warning only. This includes the TA on random flash pattern.

  40. CENCOM GOLD CONTROL UNIT • Toggle switch to position 2 for front and rear lightbar warning red lights only and grille LED.

  41. CENCOM GOLD CONTROL UNIT • Toggle switch to position 3 for all visual warning lamps operating.

  42. CENCOM GOLD CONTROL UNIT • While in position 1, 2, or 3 of the toggle, the TD Flash and Strobe buttons may be depressed to activate or deactivate warning lights. Or change flash pattern on the TA.

  43. CENCOM GOLD CONTROL UNIT • Depress the left and right alley or take down lights to activate in a steady burn for scene lighting.

  44. MOBILE RADIOS • Utility 845 is equipped with both VHF (Camden County) and UHF (Gloucester County/GTPD) mobile radios. • The mobile radios are identifiable by their location in the console (GC at top and CC in the middle) and by the label at the bottom of the screens and on the microphones.

  47. MOBILE RADIOS • The radios are set up to come on when the vehicle’s ignition is in the ON position and to power down when the ignition is in the off position. • Note: There is a delay in the power down. This is normal.

  48. MOBILE RADIOSFunction buttons • POWER/VOLUME CONTROL-Push to power up or down manually. Turn clockwise to raise or counterclockwise to lower the volume.

  49. MOBILE RADIOSFunction buttons • Scan- Depress the scan button to monitor other channels while keeping the original channel as priority. • Scanning is designated by the Z icon located on the screen.
