  3. Aims of the project Outlining the focus areas (model) of KES Comparative analysis of major indicator systems of OECD, European Unionetc. Empirical case studiesof countries Proposals for establishing „the best” system of indicators for SAIs

  4. Participants of the project • Country experts of participating countries (Finland, Hungary etc.) • Experts of international organisations (EU, OECD etc.) • Under the aegis of the INTOSAI Working Group on Key National Indicators

Conceptual framework of the KES In case of knowledge-based economy • The emergence of knowledge industries, knowledge- based industries as well as market and non-market services • Components of knowledge: Know-what, Know-why, Know-how, Know-who • The increased role of knowledge as endogenous factor of economic growth ⇛Its contribution be accounted for more than 50 %

  6. Conceptual framework of the KES In case of knowledge-based society Work, family and leisure time in balance Competent and learning individuals and work communities Turning ideas into products and services, a new innovation system Making a human-centric and competitive service society

  7. Needsand capacities of information systems In case of knowledge-based economy (1) • European Innovation Scoreboard (EIS)5 groups of 30 indicators; 32 European countries • Ranking of countries: 1. Switzerland, 2. Sweden, 3. Finland, …, 23. Hungary in 2008

  8. Needsand capacities of information systems In case of knowledge-based economy (2) • Indicator results pertain to the same year • Statistical offices be more innovative • Role of independent organisations be increased • Analysts be more involved • Human resources be developed

Needsand capacities of information systems In case of knowledge-based society • From among 30 indicators 8 are of societal type only • Need for new indicators in the field of • Competent and learning individuals and work communities (5-7 indicators) • Turning ideas into products and services, a new innovation system (8-10 indicators) • Making a human-centric and competitive service society (8-10 indicators)

  10. The main horizon of audit of key indicators • Focus is on R&D programmes only • Perspective of accountability insteadof learningand development perspectives • Shortcomings • Need for effectiveness indicators are not met systemically and analyzed • Decision-making is often not based on relevant R&D evaluation information
