  2. ‘Community mobilisation’: the community utilising their intimate knowledge of vulnerability to overcome the barriers they face & realise reduced HIV risk & greater self reliance through collective action. ‘Transition readiness’: measured based on changes in power relations & the creation of social capital vis-à-vis project, state & larger society Assessment Framework

Community Weightage Four Dimensions 38% 35% 9% 18% Internal organization Sustainability Project Management Engagement with State/ others Evolving Analysis plan Data collection and validation Evolving design and framework including 8 parameters and 25 indicators Participation of Community members Primary respondents, participatory tools 5 % sample validated through data collection by community members Study findings & scores shared; comments incorporated Two members included in expert team Consulted in five districts One national level consultation organised “Unless Community-based organisation has good governance, nothing else is possible. Transparency in decision making & participation of community members in the decision making process is paramount for a CG” – Participant community member “This kind of information is critical for CGs. What we should now focus is to find ways of ensuring that these (the indicators) are taken care of in our work” - Participant community member “Networking and relationship with State will be very crucial when CGs are independent” - Participant community member
