  2. Brief note on Exposure Visits to Beacon Panchayats Concept: The exposure visits to Beacon Panchayats is Good Learning, Experience Sharing

  3. Process: • Organized workshop with ETC Faculty and APARD for exposure visit to Beacon Panchayats in the year 2009-10 • In view of large number of Trainees/Participants viz. PRI Elected Representatives visit to Beacon Panchayats, the work was entrusted to the Extension Training Centres of the APARD. • ETC Principals obtained best Gram Panchayats list from the District Panchayat Officers in the State.

  4. The Commissioner, APARD decided to send them to other States viz. Karnataka, Kerala and Tamilnadu to make exposure visits on best practices adopted for development of Gram Panchayats. • Letter was addressed to the Director, Kerala Institutions of Local Administration and Director General, YASHADA and other SIRDs in the Country for their consent to organize exposure cum training programme.

  5. Letter was addressed to the Sarpanch, HivareBazar and RalegamSiddi of Ahmadnagar District of Maharasthra for their consent to provide Boarding and Lodging etc. • The Institutions addressed for Exposure Visit have responded and submitted the estimated budget cost of Study Tour (copies enclosed).

  6. The Best Gram Panchayat Sarpanches and MPPs of various district proposed for Exposure Visit have been called to Extension Training Centre concerned for 2 day Workshop and out side the State 4 to 6 days. Participants were briefed at ETC/District level on parameters of best Gram Panchayat and asked them to observe during the visit.

  7. PARAMETERS for best Gram Panchayat • 100% Tax Collection • Management and Utilization of Natural Resources • Sanitation and Drinking Water supply and maintenance • Implementation of Developmental Programmes • Gram Sabha Importance in decision making • Selection of Beneficiaries in Gram Sabha • Health, Education and Income Generation Sources • Best Practices adopted in the Beacon Panchayats • Use of Community Mobilization Tools

  8. The team consisting of 40 members including ETC Faculties • Transportation for this programme arranged by Train/AP Tourism/APSRTC Buses • ETC Principals obtained best Mandal Presidents list form CEOs and preference was given to SC/ST/Women Panchayat Raj Elected Representatives

  9. Journey commenced for this exposure tour from the District Head Quarters and Mandal Head Quarters to the nearest Railway Stations.

  12. Feedback: • Impact of the exposure visit have been taken at ETCs/District Head Quarters through District Training Managers from the Participants.

Conclusion: • The entire exposure visit was documented in Print and Visual Mode • Now there is high demand from Sarpanches of Ramachandrapuram in Karimnagar, Gangadevapalli and Anantaram of Warangal District and MandalParishad Presidents from Guntur, Karimnagar, East Godavari, Prakasam, Chittoor for this exposure visit.
