Timeline in 2009 and 2010 • July 1, 2009: HI Law effective • October 1, 2009 Decree 63/2009/ND-CP and interministerial circulars effective; • October 1, 2009: new benefit package effective for new members, • Jan 1, 2010: new benefit package for all beneficiaries • Jan 1, 2010: Compulsory coverage of school children and students

  3. Implementation activities in 2009 Legal documents guiding implementation: • Decree N. 62/2009/ND-CP; • Interministerial circular N. 09/2009/TTLT-BYT-BTC • MoH circular N. 10/2009/TT-BYT: primary health care registration; • MoH circular N. 11/2009/TT-BYT: list of rehabiliation services.

  4. Implementation activities in 2009 Governance activities • Instruction N. 38-CT/TW of Central Party Committee on HI implementation; • Estabishment of Steering Committee for HI Law implementation (Health Minister’s Decision N. 3865/QD-BYT); • Implementation Plan of Activities (N.10/KH-BYT); • Official letter of the Health Minister N. 5926/BYT-BH on HI implementation

  5. Implementation activities in 2009 Law dissemination and communication • Workshop, Meetings to disseminate the Law and guidance documents; • Mass media communication: TV dialogue on HI Law: “Quality of Care and Patient Satisfaction”, mass media activities on the “Health Insurance Day”

  6. Implementation activities in 2009 Supervision activities • Issuance of Supervision Plan (Plan N. 868/KH-BYT) • Supervising visits to 20 hospitals by 20 teams, from September 27 to October 10, 2009

  7. Major Tasks for 2010 Agenda • Application of more advanced payment mechanism to providers • Revision of benefit package (reimbursement drug list, reimbursement list of expensive high-tech health care services; reimbursement list of screening test for early diagnosis etc.); • Development of decree on administrative sanctions agaisnt HI law violations; • Assessment after 1 year implementation.
