Consolidated business plan of the Multilateral Fund (decision 61/5) The Executive Committee decided: • That countries for which the amounts of HCFCs to be phased out as proposed in the business plans exceeded the calculated baselines, the amounts would have to be reduced to reflect the calculated baselines as per decision 60/5(p)(iv) and pro rated by agency • The cost-effectiveness values for the foam and refrigeration sectors would be adjusted based on the combination of cost effectiveness values from decision 60/44(f) with those from the Technology and Economic Assessment Panel (TEAP) replenishment study, plus a 25 per cent climate premium as provided for in decision 60/44(f)(iv) • In order to keep funding within the remaining funds available for the 2009-2011 replenishment, US $22,190,000 in HCFC investment project funding from non low-volume consuming countries was re allocated to the 2012-2014 triennium.

  4. Consolidated business plan (cont.) The Executive Committee would consider, at its 62nd Meeting, the issue of financing activities to meet the 2013 HCFC freeze at future Executive Committee meetings as part of the project approval process

  5. Compliance related matters and tranche delays • Letters sent to Grenada, Guatemala, Peru and Suriname to take action to integrate the remaining funding tranches of the TPMP into the HCFC phase‑out management plan, pursuant to decision 60/11(b) (decision 61/3)

  6. Projects Approved at the 61st Meetings 6

Institutional Strengthening (IS) projects Issues raised at 61st Meeting: • the possibility of gradually transferring IS to Governments • Government support to NOUs already provided in several areas • the role of the objectives and indicators in providing information on the effectiveness of IS support, and not imposing conditions on funding for IS projects Decision 61/43 • Maintain IS funding at current levels • Renew IS projects for the full 2-year period from the 61st Meeting, as stand alone projects or as part of HPMPs per decisions 59/17 and 59/47(b) • Review continued IS funding in 2015 • Approve the revised format for IS renewals for use by IAs starting at 62nd Meeting (available at http://www.multilateralfund.org/reporting_for_institutional_st.htm)

Operation of the Executive Committee (decision 61/48) The Executive Committee decided: • To maintain the status quo of holding three meetings a year for at least 2011, 2012 and 2013 • To review the issue of the number of meetings per year at the first meeting of 2013 in view of the workload related to HCFC phase-out management plans and any other issues at that stage.

Multilateral Fund Climate Impact Indicator (MCII) (decision 59/45) • Issue related to HCFC phase-out funding eligibility • An indicator for the climate impact of conversion projects financed by the Multilateral Fund • It allows calculation of the climate impact of conversions of enterprises consuming HCFC • The results can be aggregated to sectoral or national values • The MCII has been applied to a subset of project submissions starting with those made to the 61st Meeting • The Secretariat will prepare a report on experience gained using the indicator for ExCom 62
