  3. Overview These procedures are intended to instruct personnel in the general duties and field methods used in performing Roadway Inventory. It cannot supply answers to all questions that may arise nor does it address every situation that exists in the field, but it will give personnel an understanding of their principal duties. Some ingenuity may be required of the field and office personnel in dealing with unique situations which cannot receive specific attention in these guidelines. Supervision should be consulted as soon as practicable on doubtful issues.

  4. Purpose of Roadway Inventory • Roadway Inventory is conducted to collect descriptive and statistical data on all roadway systems. • The collected data is used for various reporting within the Department and in all certification of Public roadway mileage.

  5. Extent of Inventory • The inventory will cover every road, street and alley throughout the State which is open to the public and regularly used by motor vehicles. • Exceptions will be primitive or overgrown roads or trails, which do not connect places or residence, business, industry or recreation. • The purpose of the exceptions is to exclude the numerous inconsequential roads and trails which exist in some municipalities.

  6. Method of Inventory • The inventory will be taken by driving a motor vehicle over the road to be inventoried and recording the location of items to be inventoried in relation to the beginning point of the road. • The recorded locations will be supplemented by descriptive data as necessary. • Recording will be conducted using automated roadway inventory / data collection software and devices that have been approved or prepared forms. Details are described in these procedures.

  7. Order of Inventory • The Supervisor of the inventory project will determine in advance which roads receive priority for the inventory process. • Typically, road inventory is performed by the route hierarchy system: • Interstate • US • NJ • 500 System • 600 System • and then at the municipal road level.

  8. Direction of Survey • All route systems will be inventoried in the roadway’s primary direction starting at the southerly or westerly most point and continue in the northerly or easterly direction. • A comparison of the existing roadway inventory notes, if available, will be consulted to determine if the roadway’s primary direction is currently established.

  9. Numbering of Roadway Systems • All roadways inventoried will be assigned a unique Standard Route Identification number (SRI). • Currently, local roadways in each municipality are assigned a four (4) digit number. This number will be incorporated into the new SRI in order to avoid renumbering the existing inventory sheets. • The method of assigning and deriving SRI numbers is detailed in the information package.

  10. Numbering of Roadway Systems • All roads and streets will be classified into one or more of the following route systems: 1. Interstate Routes 2 . U. S. numbered Routes 3 . New Jersey State Highways 4 . “500” Routes 5 . County Roads 6 . Municipal streets and selected private roads and …….

  11. Numbering of Roadway Systems 7. Authority roads - this includes: • New Jersey Turnpike • Garden State Parkway • Atlantic City Expressway • Palisades Interstate Parkway which may be inventoried when directed.

  12. Roadway Inventory Prior to inventory, data will be supplied that has been recorded on Roadway Inventory Sheet (PT-B-21) revised or contained in electronic database format. This data will include, but is not limited to: • Mileage with respect to the beginning of the route • Length of section • Cross section • Pavement surface type • Number of lanes • Location of structures, etc.

  13. Roadway Inventory During normal inventory, the accuracy of the data will be verified. All new roadways not previously inventoried will have the above features recorded electronically and new inventory sheets will be prepared if required. In cases of disagreement the new data will be recorded and the previous data will be struck out but NOTobliterated. In addition, data not previously recorded on existing data sheets will be collected. Data may include: • Width and type of shoulders • Presence of curbing • Parking regulations as noted by signing • Location of signalized intersections

  14. Roadway Inventory Following the completing of Roadway Inventory in each municipality, a database containing raw data in an approved electronic format and the field notes will be made available.

  15. Roadway Inventory Roads that have an official route number (i.e. 505, 605, 705, etc.) will be identified by that number in the SRI when being inventoried. Municipal roads should be numbered consecutively, beginning with number 1001 as the last four numbers of the assigned SRI number in each municipality.

  16. Roadway Inventory Local roads which cross municipal boundaries will be inventoried starting in the municipality in which the roadway originates and is to continue in the primary direction until the point of the roadway’s termination. The portion of the roadway that deviate outside of the starting municipality will be cross-referenced in the adjacent municipality’s notes. There is to be no overlapping of inventoried roads.

  17. Roadway Inventory County and Corporate Line roads will be logged at the time the County in which they appear is being inventoried. The jurisdiction of these roads will be determined by the office personnel. Except when otherwise directed, all roads usually open for the use of the public in State and Federal reservations will be inventoried. When maps for there areas are available, they will be supplied to the field personnel.

  18. Classification of Surface Types Each section of road will be classified by inspection and recorded in the appropriate data field under one of the following types: • Type G Low Type Bituminous Road • A mixed bituminous or bituminous penetration road, with a surface course of one inch or more of compacted thickness, consisting of: • Gravel • Stone • Sand or similar material mixed with bituminous material under partial control as to grading and proportions.

  19. Classification of Surface Types • Type I High Type Bituminous Road • A road which has been constructed of a surface of one inch or more in compacted thickness consisting of: • Bituminous concrete or sheet asphalt, prepared in accordance with precise specifications controlling graduation, proportions and consistency of composition or of • Rock asphalt The surface course may consist of combinations of two or more layers such as a bottom and top course, or a binder and a wearing surface.

  20. Classification of Surface Types • Type J Portland Cement Concrete Road • A road consisting of: • Portland Cement concrete surfaces • Type K Brick Road • A road consisting of a: • Paving brick surface • Type L Block Road • A road consisting of: • Stone block • Wood block • Asphalt block or other form of block, except paving brick.

  21. Classification of Surface Types • Other types: • Wood • Steel plate • Open grid will be considered as roadway surface type only when present on BRIDGES of lengths of 500 feet or more.

  22. Roadway Inventory Data Collection The following is a summary of the data needed to be collected for each section of roadway inventoried. Data will be collected in an electronic format using approved roadway inventory/data collection software and devices.

  23. Roadway Inventory Data Collection A Roadway Inventory Sheet shall be generated for each roadway if required: 1. Record the County and Municipality in which the portion of inventoried road is located. If a corporate line is crossed or is along the center of the road, identify both municipalities in the heading. 2. All inventoried roads will be identified by their official route numbers and by SRI numbers. Roads or sections of roads which are on two or more route systems, will be identified by all the route numbersapplicable.

  24. Roadway Inventory Data Collection 3. Identify jurisdiction (ownership) as one of the following: a. State b. County c. Municipal d. State Forest, Park or Authority e. Federal Forest, Park or Authority f. County Park or Authority g. Municipal Park or Authority h. Municipal Alley i. Toll or other Agency (Identify official name) j. Private

  25. Roadway Inventory Data Collection 4. Record the posted street name. If not posted but available from maps, record the map name, followed by “from map source”. 5. Record the license number of the vehicle used to conduct the inventory. 6. Record the predetermined correction constant for the vehicle involved. 7. Show the first initial and last name of the Party Chief and Recorder. 8. Record the date of inventory.

  26. Roadway Inventory Data Collection 9. The straight line diagram (SLD) is presumed to be along the center line of the inventoried road on contiguous or uniformly divided highways. At times it will be necessary to conduct inventory in bothdirections. Examples of this are widely separated roadways on different alignments or on different levels, complex interchanges and road where visibility is restricted because of road geometrics. Items are to be recorded in the appropriate data field on the right and/or left of the center line at the mile post in the direction of the survey.

  27. Roadway Inventory Data Collection 10. Intersecting streets and ramps will be shown by single straight lines approximating the actual angles of intersection with the road being inventoried. Streets will be identified by their name and number. The direction of traffic will be shown for all ramps and one way streets that intersect the road being inventoried. 11. Railroad grade crossings will be shown the same as streets, but the railroad symbol will be used instead of lines. A single symbol will be used regardless of the number of tracks and the mile point location of the center of the track shall be recorded.

  28. Roadway Inventory Data Collection 12. All bridges and other structures carrying the road and having a total opening of over 20 feet as measured in the direction of inventory will be recorded in the appropriate data field. All culverts, pipes and multiples of each for which the aggregate length of spans or diameters plus the intervening separations, piers or fill material is more than 20 feet as measured along the center line of the road shall also be shown as a bridge structure. EXCEPTION: Such multiple culverts or pipes shall be considered separate structures if the fill between adjacent openings is greater than one half the smaller opening, then each structure must meet the 20 foot requirement to qualify as a bridge. Visible stream crossings of the inventoried road will be recorded in the appropriate data field.

  29. Roadway Inventory Data Collection 13. All structures passing over the road will be recorded in the appropriate data field. Included among these are: bridges, viaducts, pedestrian overpasses and pipes. 14. The location of county and municipal boundaries will be recorded in the appropriate data field and shown by a dot-dash line on the inventory sheets. The names of the municipalities should also be shown in their proper positions. When these boundaries cannot be determined physically, they should be scaled from available maps, and marked “scaled from map”.

  30. Roadway Inventory Data Collection 15. The primary direction of the roadway should be recorded. Primary direction is either: South - North or West - East 16. The recording of road alignment data such as deflection angles and beginning and ending of curves shall be recorded at their estimated locations.

  31. Roadway Inventory Data Collection 17. The location of all intersections or intersecting streets will be recorded. Intersections controlled by traffic signals shall be noted by a traffic signal symbol TCS . Flashing beacons and other warning devices which do not have provisions for red, amber and green lights and which cannot be adapted to the control of traffic shall not be recorded.

  32. Roadway Inventory Data Collection 18. The descriptive items that relate to the roadway between the outer edges of shoulder or pavement will be recorded in the appropriate data field or on the inventory sheet in the columns provided as they appear in the field. Whenever a change occurs in one or more of the items and continues for a significant distance, 500 feet or more, the complete roadway section shall be recorded along with the mile point reading in the appropriate data field. Cross sections of contiguous roads shall be recorded in the appropriate data field or entirely on the right side of the inventory sheet.

  33. Roadway Inventory Data Collection The cross sections of reverse runs will be recorded in the appropriate data field or on their respective sides of the inventory sheet since it would appear that way in the field. The recording of road data should be kept clear of any diagrams and descriptive data fields at all times to maintain clarity in the notes.

  34. Roadway Inventory Data Collection Specific items and the manner of recording are as follows: a. Record the measured width and the alphabetical symbol for the surface type in the appropriate data field. When recording the width of composite roadways show every surface type present in the roadway in addition to all shoulders if they are present. b. Show the minimum number of lanes available to traffic during a 24 hour period. The number of lanes shall be recorded individually for each roadway. When lanes are not marked: 14 feet shall be considered the minimum width required for two (2) lanes of traffic 3 lanes must be lined

  35. Roadway Inventory Data Collection 4 lanes must either be lined or at least 40 feet in width. For 5 lanes or more, an allowance of 10 feet in width is required for each additional lane. While these criteria will serve as a guide, actual usage shall be the primary consideration in determining the number of lanes. c. Shoulder measured width and surface type shall be recorded in the same manner as the roadway. The width to be considered refers to that portion that is usable and within the roadway limits. d. Parking shall be recorded as follows: U - Parking is permitted and obviously possible so that the roadway or shoulder is subject to parking all or some of the time. M - Metered P - Parking prohibited at all times

  36. Roadway Inventory Data Collection e. The presence of curb and gutter shall be recorded when such curbs define any side of the roadbed, pavement or median and are present for a minimal continuous length approximating 500 feet. f. The types and measured widths of medians and lane separators shall be recorded when present for length approximately 500 feet or more. Measured widths shall be recorded to the nearest lowest foot. When widths are not uniform, the points of change shall be located and the measured widths at these points shall be recorded. Average widths shall not be recorded. The type of median normally has reference to the surface covering and is recorded as one of the roadway surface types.

  37. Roadway Inventory Data Collection “Parkland” or “Business” shall be substituted for the surface type when the median is used for either of these purposes. The heights of barrier curbs are measured to the nearest inch. These measurements are critical, especially when recording heights that approach 16”, 24” and 36”. Barriers and guide rail in the median shall be recorded. The recording of heights of guide rail is not required. g. All openings in the median, which are used for the passage of vehicles shall be recorded in the appropriate data field. The recordings shall clearly indicate the direction of passage through the openings. Openings which are reserved for the passage of official vehicles - police, fire, rescue, etc. - shall also be recorded but clearly distinguished from all others. Openings which allow the passage of vehicles at street intersections shall be recorded in such a manner as to clearly indicate directions and turning movements available to vehicles.

  38. Roadway Inventory Data Collection 19. The roadway’s Functional Classification and Urban/Rural designation shall be identified by either field or office personnel.   39.
