HAB Measure History • Ryan White legislation requires measurement (starting in 2000) • “Establishment of a clinical quality management program to assess the extent to which HIV health services provided to patients under the grant are consistent with the most recent Public Health Service guidelines…” • 2007: Started developing/releasing measures

  9. HAB Measure History • 2008: National Committee for Quality Assurance (NCQA) submission of measures for national endorsement • 2011: • in+care Campaign measures developed • Begin preparation for national endorsement • Participate in HHS HIV reporting and measures initiative

HAB Guiding Principles to Measurement • Measure when it is specific to HIV care • Ex: Prescribed ART vs. influenza vaccination • Measures align and supported by other agencies in HHS • Paring down the list of measures to those that are most important • Clinical measures ability to be used in an EHR • Core set of HHS and HRSA primary care measures

  11. Alignment & Use in Non-HRSA Programs • HHS HIV Funded Services Measures • National HIV/AIDS Strategy • CMS Meaningful Use • NQS priority areas: • Promoting effective prevention and treatment • Promoting effective communication and coordination

  12. Retirement & Development Retiring: • 36 HIVQUAL measures • Measures that align with NQF endorsed measures • Ex. HAART/AIDS, viral load suppression?, medical visits? Development: • 5 newly developed measures • Submitted to NQF for endorsement • Will replace existing measures

  13. Alignment & Parsimony • Working toward a set of NQF endorsed measures • Some are HRSA developed/stewarded and others not • Working with other HHS partners to identify shared measurement priorities and develop together • Reduction in number of HIV measures reported by grantees
