5. Analysis of Revisions Bakersfield College Prepared ASummary of Title 5 Revisions Workshop Items with choice to delay implementation: • (55022)Change to P/NP grades by fall, 2009. Recommend fall 2008 or spring 2009 to allow us to use up most of our transcript paper. • (55063)Changes to Minimum Requirements for the Associate Degree for students whose catalog rights begin with the fall 2009 semester or any semester thereafter. • Students must earn C in all major classes to receive a degree beginning with students whose catalog rights are effective 2009. • Students must obtain a satisfactory grade in the course typically known as Freshman Composition. • Students must obtain a satisfactory grade in the course typically known as Intermediate Algebra. • Students must have successfully completed (a 2.0 GPA or better) at least 60 semester units that include at least 18 units in a major, 18 units in general education, and at least 12 of the units must be taken in residence at the college granting the degree. Exceptions may be granted by the governing board for an injustice or undue hardship.

Analysis of Revisions (Cont.) • (55070) Describes the new regulations for credit certificates effective fall 2008: • 18 or more unit certificates must be approved by CCCCO and called Certificates of Achievement. These certificates should symbolize successful completion of patterns of learning experiences oriented to career or general education. • Shorter programs may be established with approval by the college Curriculum Committee and the district board. These certificates may be given any name except certificate of completion, competency, or achievement. These may not be listed on student transcripts. • District may submit any 12 or more unit sequence of degree applicable courses for approval by the CCCO if it satisfies the requirements of the certificate of achievement listed above. • Content and standards for certificates should be defined by local Curriculum committee, be consistent with mission of college, meet a demonstrated need, be feasible, and adhere to guidelines of academic integrity.

Analysis of Revisions (Cont) Items that must be implemented by February 16, 2008: • (55002) The course outline of record shall contain the expected number of contact hours for the course as a whole, the pre- and co-requisites, and the catalog description. (Elias Regalado commented that the contact hours must be consistent based on the specified number of hours and number of units). • (55002.5) Specifies that one credit hour of work requires a minimum of 48 hours of lecture, study, or laboratory work. • (55007) Prohibits enrollment in two or more sections of the same course during the same weeks of the semester (BC has taken care of this one). And it prohibits overlapping enrollment unless the district has established an incorporated a mechanism that provides a sound justification, appropriate official approval, and a means for documenting the hours of overlap and how the time was made up (We don’t want to go here).

Example of Process (55040.1) Allows students to repeat courses for substandard grades two times. • Bakersfield college policy limits students to one repeat and only two W grades. • No Academic Senate sentiment to change these policies. • Students can petition to take a second repeat or third or later attempt after two or more W grades.

9. Example of Process (Cont.) • Staff recommendation that we should allow the second repeat for substandard grade to replace first repeat (by petition). • Took it to Academic Senate President and he concurred. • The fait is accompli.
