System of Quality Assurance in Serbia • standards for self-assessment of institutions • standards for accreditation of the higher education institutions and study programs • standards for external quality assessment of institutions Proposed by CAQA, approved by NCHE in October 2006. HEI-s: - Self-assessment (3 years) CAQA: - Accreditation of HEI-s and study programs (5 years) - External quality assessment of HEI-s (5-8 years) NCHE: - Decides upon appeals on decisions in the accreditation procedure - Gives a grade of fulfillment of HEI-s quality assurance obligations on the basis of CAQA report

The Accreditation Procedure Institution submits the accreditation request supported by the data and documents CAQA designates two reviewers for the institution and each study program (700 referees) CAQA forms a sub-commission (1student) The reviewers submit reports to the sub-commission The sub-commission visits the institution- report The sub-commission makes a draft report and presents it to CAQA CAQA makes the accreditation decision rejects the accreditation postpones the decision and gives an act of warning to the institution accepts the accreditation request and grants the Accreditation Certificate appeal to the National Council of Higher Education operating licenses (ME)

The External Quality Assessment Procedure Institution submits the self-evaluation report supported by data and documentation CAQA, at the proposal by sub-commission, designates two reviewers for the institution (700 referees) CAQA forms a sub-commission (students) The reviewers submit reports to the sub-commission The sub-commission visits the institution- report The sub-commission makes a draft report and presents it to CAQA CAQA accepts the report on external QA CAQA sends the report to The HE institution, Minister of Education, National Council for Higher Education

QA SystemImplementation 2007-2011 I Accreditation Phase Results: 204 accredited HE institutions, 1538 accredited study programs 2011-2014 I External Quality AssessmentPhase Results: 50 Higher Schools of Professional Studies have been evaluated 2012-2016 II Accreditation Phase Results: 50 Higher Schools of Professional Studies, accredited in 2007 and evaluated in 2011, are currently in the accreditation process
