  3. What are the topics • The Task Force has established six Programme areas: • Surveillance, early warning and vaccination • Tuberculosis • HIV and Sexually Transmitted Diseases • Antibiotic Resistance and Hospital Infection Control • Primary Health Care. • Prison Health

Three main target areas for action • Prevention of infections related to drug injection • Prevention and care of sexually transmitted diseases with particular emphasis on vulnerable groups  • Support for a comprehensive and sustainable health promotion program for young people with special emphasis on vulnerable groups

Outputs: • Low-threshold support centers for HIV and STI diagnosis, treatment and prevention  • Clean needles and syringes and condoms easily available • A decrease in incidence of HIV to 20 per  100 000 and STI to central European levels   • An increase in awareness and knowledge about safer sex • Universal access to treatment of pregnant HIV positive women

  7. Preconditions for establishing projects • The activities must be based on clear national policies of the host country: • The country, city county or oblast itself must take the lead, define the locations and level of co-operation, and in that sense invite other states in for collaboration

Summary of main achievements • Effective project management structure established; • Cooperation agreements between eight municipalities, AIDS Prevention center signed to establish Outreach/counseling center in each municipality; • In seven municipalities premises for OCC selected and maintained; in Jurmala mobile OCC established; • Six-day training module of OCC employees developed and training implemented; Small teams consisting of municipal coordinator, professional and street worker established in each municipality; network with police, health and social services established at municipal level; • In November 2002, all OCC started active outreach work. • Project Public relations strategy designed, and several major events to inform public on objectives, tasks and activities of OCC performed.

  12. TWO NEW FINANCING INSTRUMENTS 1. EEA - financial instrument = 120 mill euro 2. Norwegian financial instrument = 113,4 mill euro AIM to contribute to the reduction of economic and social disparities in Europe. Conclusions • Priority areas within the two new instruments available for the new EU members include Health. • National priorities of the beneficiary state will be essential • One possible financing source to continue the work on communicable diseases if given priority by the beneficiary states.
