Conclusies: Good? • Lucht wordt schoner; verleden en toekomst\ • In 1990: 30% van de bevolking blootgesteld aan NO2-overschrijding; nu 2% en in 2010: <1% • Nederland is zeer eco-efficient • Echter, Nederlandse reducties lopen terug in de toekomst. Reducties buitenland gaan verder, mn door plukken laag hangend fruit.

Conclusies • NL-strategie maximaal EU-beleid is doelmatig • Echter risicovol door mogelijk afhaken andere landen vanwege hoge kosten en geringe baten • Gelijke kosten per industrie (LPF) of capita is veel duurder voor Europa • Uniforme grenswaardenbenadering mogelijk inefficiënt voor NL (hoge kosten), maar nuttig instrument voor hot spots • Toenemende spanning met mainport-beleid, bouwen en min. bescherming
