Why is involvement important? • Citizen involvement is a key for stimulating the behavior changes • As Covenant signatory, you are also committed to mobilizing and involving the citizens in the whole process • Stakeholder and citizen support is crucial for successful SEAP implementation • Strategies of information, communication, sensitizing, motivation and co-ordination are a crucial ingredient for your success!

Citizeninvolvement process • Identify key interest groups • Conduct a survey among citizens to get the idea on their current knowledge and awareness about energy issues and their expectations • Determine potential measures and activities for citizen involvement • Select measures and activities to include in your SEAP based on the survey results and your analysis

Stakeholderinvolvement process • Establish a successful cooperation and communication network between all stakeholders • Recognize mutual interests and establish the first contact between responsible persons • Official letter as a formal start of cooperation • Work meeting – determine contact persons for specific areas, define the needs and operational tasksetc.

City of Zagreb citizen survey • Survey was done on a sample of 408 households • Considering sample type and size reliable estimates can be made with certainty of 95% • Sample was distributed over all 17 city districts • each district had 1 up to 3 sample spots depending on district population • With random walk method we selected a household to survey (every 6th household starting from 1st address) • In each household we selected one person to survey chosen with random method of last birthday

City of Zagreb citizen survey • Survey results showed weak level of citizen awareness and knowledge about energy issues and renewable energy sources • Over 50 % considered themselves to be weak, or at best averagely informed about specific subjects • less then 10% rated their knowledge good or excellent about subjects related to application of renewable energy sources and city plans for construction of power plants

City of Zagreb stakeholders • City Government consists of 19 city offices • Forms of the Local Government in the City of Zagreb are city districts and local boards, the City consists of 17 city districts • City companies completely or partly owned by the City of Zagreb – Zagrebački holding d.o.o. – consists of 17 branch offices, 4 companies and 1 institution • As for the educational institutions, on the territory of Zagreb - 138 primary schools, 102 high schools, 15 pupils’ hostels and 49 institutions of higher education

Education and change of behavior of employees/users of buildings owned by the City of Zagreb • Organisation of educational workshops on the efficient energy use • Development and distribution of educational material (fliers, posters, stickers, etc.) • ECOWill project educating employees on green way of driving • Introduce stimulating measures for energy saving within which a part of financial funds coming from the realised energy savings remains at the disposal of individual institutions in which the savings were realised.

Education and promotion of energy efficiency for citizens • Continuous informing of consumers on the manners to save energy and actual energy topics; • Implementation of thematic promotional- informative campaigns for raising citizens’ awareness of energy efficiency in buildings; • Organisation of professional reunions and conferences for the promotion of rational use of energy and reduction of greenhouse gasses emission; • Educational campaigns on the design, construction and use of buildings in a sustainable manner for the target groups of citizens; • Creation and distribution of educational and promotional material on energy efficiency and use of renewable sources of energy; • Continuation and improvement of the work of info centres and info-galleries of energy efficiency and other activities.

Education and promotion of energy efficiency for commercial and service sector • In the Croatian Chamber of Commercea seminar on "Energy - prospects for economic development.“ • In the Chamber of Crafts of Zagreb,a workshop on "Entrepreneurial opportunities in the energy sector." • Development Agency Zagreb - TPZ on the City of Zagreb tribune gave a lecture on the theme "Innovative entrepreneurship in the field of renewable energy, energy efficiency and environmental protection." • Alliance of Energy on the Zagreb City Tribune held a seminar on "Possibilities of financing development projects and investments in energy,".

Zagreb Energy Week • Event held each year since 2010. lasting full weekand including allstakeholders in over 50 different activities • Educational activities in • All kindergartens, 7000+ kids • 1st grades of elementary schools, 7000+kids • 1st grades of high schools, 10 000+ pupils • 5 university’s, 600+ students • Open door days • Stakeholder exhibits on the main city square • International seminars • Major stakeholdersincluded in the activities • Croatian Chamber of Economy • Chamber of Trades and Crafts Zagreb • 6 energy agencies • Croatian Chambers of architecture, civil engineering, machinery and electrical engineering • Civil society associations
