Licensing • Many countries are either licensing or consulting • Finland, Spain, Japan, UK, Rep.of Korea, Hong Kong, Taiwan, New Zealand, Netherlands, Germany, Sweden, Australia, South Africa, Malaysia, Singapore, Thailand, Poland, Belgium, France, Italy, Austria, Czech, Denmark, Ireland, Norway, Portugal, Slovenia, Switzerland, etc, etc,

Summary - The Past • 1990 - developed spectrum reqt for IMT-2000 • 1992 - WARC 92 identified 230 MHz for IMT-2000 in Radio Regs through a footnote • Promoted the IMT-2000 concept while people were still busy trying to get 2G working and successful • Defined vision; concept, principles, framework and requirements • Turned this into reality and specifications; evaluation, consensus building, key characteristics, specifications

Review of WRC2000on IMT-2000(III) • Items to be studied(Annex 1 of COM5/24) • sharing implications and possibilities; • harmonized frequency arrangements, taking into account the need to facilitate the evolution of current mobile systems to IMT-2000; • means to facilitate global roaming across different regional band usage; • spectrum demand predictions related to traffic density and timing; • planning tools for adaptation of mobile radiocommunication technologies for the needs of developing countries; • maintaining a database of national studies and decisions on selection of spectrum for IMT-2000; • study of the provision of a fixed wireless access interface using IMT-2000 technologies.

  15. Review of WRC2000on IMT-2000(IV) • RES. COM5/13; IMT HAPS • to complete, as a matter of urgency, additional regulatory, operational and technical studies on sharing criteria for HAPS with other systems in the bands 1 885-1 980 MHz, 2 010-2 025 MHz and 2 110-2 170 MHz in Regions 1 and 3 and 1 885-1 980 MHz and 2 110-2 160 in Region 2, and in adjacent bands, so as to allow revision of the values in resolves 1; • to develop appropriate regulatory and technical provisions to allow the coordination mentioned in resolves 4; • to report on the results of these studies in time for consideration by WRC-03.

Spectrum Issue2nd WP8F • Guidelines in the development of frequency arrangements for IMT-2000 in the bands identified at WRC-2000, and key technological/market based questions to be addressed in the development of optimum global frequency arrangements, • Example frequency planning options • WRC2003 agenda item 1.34 (protection requirements for IMT-2000 systems sharing with the broadcasting-satellite service at 2.6 GHz,) • WRC2003 agenda item 1.33 (HAPS) • Framework for CPM text relating to future requirements for IMT-2000 and systems beyond (WRC2003 agenda item 1.22) • Methodologies for assessing sharing between IMT-2000 and other services, including sharing between IMT-2000 and ARNS in the frequency band 2 700 – 2 900 MHz

Developing2nd WP8F • The following critical points are identified which need further work : • Development Related : • Use of IMT-2000 RTT as Fixed Wireless Access & IMT-2000 as Integrated network. • Standardisation of RAN-CN and Intra-RAN interfaces. • Deployment Related : • Mechanism on information collection from developing countries on the plans and the related issues of deployment of IMT-2000 that need to be addressed in the Handbook on the Deployment of IMT-2000 .
