  3. December 1, 1998 Changes • Authorized representatives • Observation of testing • Clarified paragraph (k) - Rescue • Added paragraph (l) - Employee Participation • Added Appendix F – Rescue Evaluation

  4. Authorized Representatives • Access to WRITTEN program • Access to monitoring data and decision process • Observation of monitoring • Access to training certifications • Participate in development of written program

  5. Observation of testing • Pre-Entry Monitoring • Periodic Monitoring • Re-evaluate if there is reason to believe that initial monitoring was inadequate

  6. Clarified paragraph (k) • (k) Rescue • Greatly expanded paragraph (k) • Specified requirements for training of rescue services • Expanded rescue PPE requirements

  7. Added paragraph (l) • Employers shall consult with affected employees and their authorized representatives on the development and implementation of all aspects of the permit space program required by paragraph (c) of this section. • Employers shall make available to affected employees and their authorized representatives all information required to be developed by this section.
