  3. CFC is… • Based on executive order given by President Kennedy in 1961 • The only authorized solicitation of federal employees in the workplace on behalf of charities • Designation-driven

  4. CFC has… • A board of directors; Local Federal Coordinating Committee (LFCC) • An application process • Regulations that must be followed • 5-digit codes • 55 counties throughout Tennessee • Several different awards

  5. The Regulations 5 CFR part 950

  6. Charity ListSection 401(g) • The charity list explains payroll deduction privilege • Donors may only designate to charities in the charity list

  7. Undesignated FundsSection 501(a) All undesignated funds shall be distributed to all of the organizations in the CFC brochure in the same proportion that they received designations in the campaign (see chart on next slide).

  9. Pledge Card Section 402 • If employee designates to a charity not in the brochure, the money is treated as undesignated (c) • Regulations give provisions for incorrect calculations (d)

  10. Release of Donor InfoSection 601 • Employee must approve release (b) • Name, address, email address and donation amount can be released (c) • If nothing is checked, no information is released

  11. Solicitation Methods • Fundraising events permitted during campaign period (September 10 – December 14, 2012) • 100% ASK

  12. Preventing CoercionSection 108 Voluntary giving is fundamental • Supervisors cannot solicit employees below them • Supervisory inquiries not allowed • Cannot set 100% participation goals • Cannot establish personal dollar goals and quotas • Cannot develop list of non-contributors • Cannot factor into performance appraisal

  13. 5-Digit Codes • CFC has issued 5-digit codes for all participating agencies in the CFC campaign • Be sure to look up your favorite charities in the brochure for their codes • A page numbered alphabetical index is included • Go to www.tnregionalcfc.org for a searchable electronic copy of the brochure

  14. CFC Awards • Chairman’s Premier Award • Participation Award • Ricky Jett Award • Giving Award • 100% Participation Award • Heart Award

  15. Chairman’s Premier Award This award is awarded to all agencies who demonstrate a minimum of 50% employee participation and an overall increase of 10% in agency donations.

  16. Participation Award • These awards are given to agencies based on the highest increase in donor participation. They include agencies with: • 50 employees or less • 51 - 99 employees • 100 -499 employees • 500 + employees • Given to the top agency in each category.

  17. Ricky Jett Award • This award is presented to the federal agency that displays the most enthusiasm for CFC and has made a significant impact on this year's CFC. • This award is voted on by nominations submitted by federal employees, Key-workers and Loaned Executives. • The winner is determined by the LFCC. • Nominations must be submitted to the campaign manager by November 18, 2011.

  18. Giving Awards These awards are given to the top 5 giving agencies base on total amount of dollars raised.

  19. 100% Participation Award All agencies with 100% donor participation throughout their agency will receive this award

  20. Heart Award • The Heart Award recognizes individuals who go above and beyond to ensure that their agency has a successful campaign. It is regarded as one of our most prestigious awards. The Heart Award is reserved for that one individual who steps up to the challenge set before them, believes in the cause, and puts their “HEART” into all that they do. Selection will be made by a subcommittee formed from LFCC members. • This award is voted on by nominations submitted by federal employees, Key-workers and Loaned Executives. • The winner is determined by the LFCC. • Nominations must be submitted to the campaign manager by November 18, 2011.

Recognitions and Awards • The LFCC has determined, based on feedback from the previous campaigns, to say thank you for all donations, but not to present gifts based on giving levels • This provides recognition and incentive but does not divert money from its charitable goal • All donors giving $500 or more will be invited to attend the Awards Ceremony in January

  22. Weekly Drawings! • A drawing will be held each week! • Turn in your pledge card the first week and be entered into every week’s drawing. Once your pledge card has been turned in you are entered for all drawings after that!

  23. Key Messages • ALL the charities in the CFC Charity List have been through the application process • CFC collections are sent to the charities you designate • Only an amount (approx. 10%) set by contract is retained for administrative costs • CFC belongs to Federal Employees

  24. Donor Concerns • CFC is your program, please ask questions and state your concerns. • Why is my favorite charity not in the brochure? • Will my supervisor get a raise if our agency meets CFC goals?

  25. Step 1: Analyze Past Campaign Results • Your loaned executive can assist you with your agency’s giving history • Accounts may be analyzed to determine proposed goal amounts and strategies

  26. Step 2:Get the boss involved • Essential to successful campaign • Agency Head meetings held in September • Many have pledged their support

  27. Step 3:Get help • Recruit natural leaders • Recruit people who believe in the cause • Recruit a cross-section of people

  28. Step 4: Set a Challenging Goal For Example: Look for a 10% increase in total dollars and 50% participation

  29. Step 5:Publicize your campaign • Put CFC on display • Use internal communications • Use incentives (ask local stores for in-kind donations) • Develop theme and events • Use agency speakers/volunteers

  30. Step 6:Conduct your campaign • Group solicitation • Schedule around less busy time or a payday • Have food • Mention some key messages • Directly ask for a contribution

  31. Step 6 Continued:Conduct Your Campaign • One-on-one solicitation • Introduce yourself • State the campaign goals • Answer any questions • Ask for a pledge • Say thank you • Give the thank you card

  34. Step 7 Continued:Report Pledges to Payroll • Paper Pledge (Top Copy) • Nexus Pledges ( A coordinator from your agency must register on CFC Nexus and the CFC Director must assign them as the Payroll Coordinator for them to gain access to the Payroll reports.)

  35. Step 8: Say Thank You • Distribute thank you cards • Recognize key-workers and committee members • Send an email message to: • Publicize results • Thank co-workers for their support

  36. Step 9:Evaluate and document • Retain special event info • Keep samples of communications • Make sure that all employees were asked to contribute

  37. Step 10:Communicate Year-Round • Promote volunteerism and community participation • Refer donors to website every chance you get! • Include CFC events in newsletters
