  14. Evaluation criteria Proposals are judged principally on the following criteria: Scientific and Technical Quality(the concept, the work plan) Implementation(the consortium, the management) Impact(the expected benefits) What will they do? How well can they do it? Who will benefit?

Horizon 2020 - how much? • Overall amount for Horizon 2020 • 80 billion in constant 2011 prices • 46% increase compared to current period (2007-2013) • Research and innovation increases to 8.5% of EU budget • Publication: 30 November 2011 • For decision by European Council and European Parliament 80 billion Euro

Observation • There is a preference towards multidisciplinary working • Much more focus will be placed on innovation Conclusion • Universities should facilitate the creation of multidisciplinary teams and should consider how to respond to the new emphasis on innovation End of Horizon 2020 presentation

Structural funds • Structural Funds are tools set up to implement the EU regional policy • Reducing disparities in income, wealth, and opportunities • They include • European Social Fund – to improve growth and employment prospects • European Regional Fund – addresses regional disparities • Cohesion Fund – environment and transport • In Horizon 2020 the structural funds will be more closely integrated with research and innovation

Research, innovation and regional growth • Innovation is not just R&D • For most companies and regions, competitiveness is not primarily dependent on R&D efforts but on • Knowledge absorption (education and training, advanced business services) • Diffusion (technology transfer, ICT, entrepreneurship) • R&D excellence and regional innovation are seen as complementary so European funding programmes are to be more closely integrated in Horizon 2020

Smart Specialisation • A new approach to avoid or minimise fragmentation, imitation and duplication of public R&D investments • It stresses a role for all regions in the knowledge economy, if they can identify comparative advantages in specific R&I domains/clusters (not just winning sectors) • Smart specialisation combines open innovation, with investment in (basic) research
