Force Management Policy Board Review recommendations Policy review OCCFM Purpose: Maintain appropriate force balance by category/specialty/billet Periodic review of CC responsibilities and resources Prepare force structure recommendation • Determine target figures for functional groups, categories, specialties, or billets and solicit input from Agencies and other non-federal entities as to needs/opportunities • Might recommend reduction of particular categories, specialties, or billets by stopping recruitment • Might recommend reduction in CC billet numbers in particular categories, specialties, or billets, subject to negotiation with Agencies • No officer separation based on central planning model - reduction in billet strength carried out at Agency level Recommendations rejected Senior Leadership: OSG and Agency representation • Recommendation sent back for revision • Recommendation accepted or revised SG/ASH Recommendations accepted, revised, or rejected Agencies commit to achieve particular numbers of particular billets to be filled by CC officers Periodic review begins again

What are the consequences if not corrected? • Readiness (after three 3-mo notification cycles by OFRD) Commissioned Corps performance review Retention Board Administrative setting, physical meeting in Washington DC area, phone participation, opportunity for officer to be present and make a statement Administrative review Physical meeting, with phone attendance by some RECOMMENDATION • Cleared • Remedial plan • Sanction (Reprimand, etc) • Certain special pays reduced • Loan repayment program suspended • Referral to ISB • Conduct • Promotion bottom decile X3 • Not recommended for permanent promotion X2 • Agency coordinates • - CPO or designee • - OCCO • Officer input OCCO coordinates • CPO or designee • Agency representative • OFRD (readiness) • Medical Affairs Branch (weight) • OCCO coordinates • CPO or designee • Medical Affairs Branch • - Agency representative • Officer input • Weight (postponed to 08 or later) Indications • Cleared • Remedial plan with re-evaluation • Referral to Retention Board • Egregious conduct: direct referral to ISB RECOMMENDATION • Retained • Sanction (reprimand, etc) • Separation • Retirement • Characterization of service Involuntary Separation Board Replaces involuntary separation and retirement boards Same process for reserve and regular corps officers, and for officers with <20 yr and ≥20 yr of service Adversarial setting to determine facts; opportunity for officer to be present in person, to be represented by counsel, and to make a statement SG/ASH Recommendations accepted, modified, or rejected Non-OSG officers
