  9. Transparency Register The Transparency Register is a resource that is intended to allow EU citizens to see who has been lobbying the European Union. Effectively, it is also a gateway – without signing the Register, no individual or organisation can formally lobby (seek to influence) the decision making processes of the European Union – no access to Parliament, no meetings at European Commission. http://ec.europa.eu/transparencyregister/public/homePage.do 25 August 2015

  13. The Methodology of Comitology a word lobbyists use to impress clients process established by Treaty of Lisbon 2009 the implementation of EU law is left to Brussels Eurocrats in the form of “delegated acts.” gives officials some discretion in modifying directives to suit the legal or technical requirements of member countries. lobbyists need to find out which pieces of legislation will require the establishment of delegated acts; then, after identifying the right official to contact, it is possible to have a real impact on the process. 14. What can EAA do? Small, academic association has little weight when there are 1200 industry associations with full-time staff working in Brussels In 1999, the EAA was granted consultative status with the Council of Europe, which was in 2003 upgraded to participatory status – so are advising CoE

  15. What can EAA do? ROUTES TO ACTION 1. Lobbyists identify issues – or have issues brought to their attention. So identify issues where the Association has direct concerns and engage lobbyists 2. EAA are much more likely to be approached by lobbyists who have been engaged by clients who are seeking stakeholder support 3. Or seek to advise lobbyists who are identifying experts and getting their opinions condensed into a form that policymakers can appreciate
