  1. Executive Order 13148: Using Technology to Support that Mission Greg Gasperecz April, 2004

  2. Introduction • Looking to transform environmental and energy programs to results-based system • Technology foundation for environmental management system and compliance audit program • System allows NIH to carry out mandate of EO 13148 and integrate it into daily mission

  3. Current environmental program status The current compliance-based approach is an important foundation, but: • Not sufficient to ensure long-term reliability • Not focused on Performance Metrics • Not readily accessible • Based on paper records

  4. What is an EMS under ISO 14000? • ISO 14000: A set of international standards that may be used to guide an organization’s environmental program • An EMS that integrates environmental policies and accountability into agency day-to-day decision making and long term planning processes

  5. Typical EMS architecture 4.2 Environmental Policy 4.3.1 Environmental Aspects 4.3.2 Legal and Other Requirements 4.3.3 Objectives and Targets 4.3.4 Environmental Management Program(s) 4.3 Planning PLAN 4.4.1 Structure and Responsibility 4.4.2 Training, Awareness and Competence 4.4.3 Communications 4.4.4 Environmental Management System 4.4.5 Document Control 4.4.6 Operational Control 4.4.7 Emergency Preparedness and Response 4.4 Implementation and Operation DO 4.5.1 Monitoring and Measurement 4.5.2 Non-conformance and Corrective Action 4.5.3 Records 4.5.4 Environmental Management System Audit 4.5 Checking and Corrective Action CHECK 4.6 Environmental Policy ACT 4.6. Management Review

  6. Compliance-based EMS • Environmental policies • Planning documents • Permits and monitoring • Measurement • Emergency preparedness • Training • Practices and procedures

  7. Compliance and ISO: The ultimate pair • Bottom line: EMS is hollow without compliance • Compliance is the basis for measuring the success of an ISO- style EMS • Compliance approach produces hard performance metrics • DHHS requires automated system for managing specific compliance information

  8. Why not paper? “But I like paper!” I can touch it, feel it, write on it. I can also burn it, pile it in stacks and file cabinets, get buried underneath it……… • Paper is what the EH&S regulations are founded on, not managed on • Paper is not forever

  9. Benefits of using a software application to manage EMS • Collaboration – shared processes and best practices • Consistency and efficiency – through a common platform • Institutional memory – across the entire organization • Accountability and responsibility – automated tasks and reminders • Performance improvement – via root cause analysis, historical trending and evaluation

  10. Department-wide environmental compliance Operating standards documentation and communication Air and water compliance Compliance assurance and certification Training implementation and reporting Audit/compliance assessment Corrective measures management Self assessment audit implementation Waste tracking and reporting Permit tracking Electronic library Applications

  11. “By using an Environmental Management Information System the true mission of the NIH can be accomplished in an effective manner. We want assurance that we can continue to conduct research while maintaining full compliance assurance.” Kenny Floyd, Chief of Environmental Protection National Institutes of Health
