  4. Purpose of the program: Cleaner energy and heating using Serbia‘s own resources Financ. Cooperation (KfW) Technical. Cooperation (GIZ) Credits and investment-related technical assistance to district heating companies to support a transfer from fossil- to biofuels. Advise and consulting for capacity building to improve framework conditions, strategy development and market development for a sustainable use of bioenergy ressources. 19.02.2014 3/7

Structure of the program: Policy advice District heating Eff. firewood use in HH Project development • GIZ: • Support the harmonization of laws and regulations to EU standards • Support policy definition and strategy implementation • KfW: • Advise to investments in district heating companies. • GIZ: • Support the promotion of efficient stoves and ovens / firewood drying • Advise to implement efficiency- and emission standards • GIZ: • Advise to the implementationofcost efficient and innovative bioenergy projects • Technology and knowlege transfer • GIZ: • Support the creation of a sustainable supply with bio-resources     Cross-cutting theme: Sustainability 19.02.2014 4/7

Status of Implementation (2/2014) • Project office and infrastructure is in place  • The team of international professionals of the program is defined • Component “Efficient firewood use in households” started in 1/2014 •  Pilot regions have been identified with partners • Comprehensive potential study on biomass resources started in 1/2014 • Translations of 16 most importantEU conform quality standards for solid-biofuels and heating devicesare available to the market. • Needsfor an improvement of quality testing laboratories for solid- biofuel and heating devices are analysed. Pre-Studies (2013/2014) • Assessment of the framework conditions for biogas production in Serbia • Assessment of Potentials for agro-biomass plants (straw combustion) in the public & private sector in Vojvodina • Assessment of Biomass research centres in Serbia and potentials for scientific cooperation with German biomass institutions 19.02.2014 6/7

Next steps • Capacity development activities in bio-energy, EE, and management of a bioenergy market • Cooperation in the EU-Danube-Initiative with the states of Bavaria and Baden-Württemberg • Development of an additional program component “Rural Development in Forest Areas” • Defining the program implementation strategy together with the Serbian partners • Definition of roles and responsibilities of stakeholders • Development of an action plan for implementation • Establishing a coordination structure for the program 19.02.2014 7/7
