ANGEL THUNDER • A high fidelity joint, integrated exercise providing realistic Personnel Recovery (PR) training for PR forces and partners • Scheduled for JNTC accreditation/certification FY10/4 • Requirement: Prepare forces for deployment to CENTCOM by focusing on non-permissive PR using advanced technologies • CONOPS: Prepare PR and C2ISR personnel to plan, integrate and execute PR with special emphasis on joint irregular warfare, urban operations and extractions, SOF and Interagency integration, and non-conventional assisted recovery • Train the Lightning Bolt QRF and Rescue Operations Center (FOB C2 node) • Train Global Response Force missions: humanitarian assistance, non-combatant evacuation and disaster relief • Train on the products and processes of national assets • Train with non-military personnel for operations in hostile environments • Deploy to Davis-Monthan AFB (Tucson AZ) and FOBs in NM and AZ

Joint, Interagency and Coalition Partnerships • Fifth event since inception, now training 75 aircraft and 1000 Personnel for ~$2M • Primary training audience: Air Force, Army, Navy and USMC forces • Active, Guard and Reserve woven throughout the PR community…and AT • SOCOM, SPACECOM, JFCOM (JPRA) and NRO • Supports 8 of 15 JFCOM Training Priorities • DEA, FBI, DOS and Peace Corps • Improving OGA PR training and real-world operations • Next potential partner? Would like to add USAID • Canada, United Kingdom, Australia, Germany, Argentina, Chile, Brazil, Colombia, Mexico, Pakistan, Norway, Denmark, Sweden, France, Italy, Qatar, and Bahrain • Observers, SERE trainers and training audience • Will require SAF/IA involvement to prioritize & invite partners in FY11 • DVs: Ambassador Charles Ray (DASD/POW-MIA), Congresswoman Gabrielle Giffords (8th District, AZ), Gov Jan Brewer (AZ), and Gen Rennuart (NORTHCOM) • AMB Ray role-played as an ambassador and as a survivor

  5. Funding • Entirely OCO funded…AF POM request pending • JTCP funds other service travel • OGA and Foreign participants fund themselves • Playas currently at no expense…anticipate fees in FY12

  6. “Take-aways” • Supports DoD and COCOM Building Partnerships programs • Creates persistent bonds…and immediate downrange effects • Joint context for Conventional, SOF, Coalition, and Interagency • Real-time feedback to training audiences through daily hot washes and formal after action reporting • Playas Urban Training Area offers a robust, realistic and affordable training environment, opposition force and exercise assessment • Leveraging the Davis-Monthan JTEN to enable Virtual and Constructive participation with other JNTC accredited programs • Looking to grow “V-C” play now that live play is well established • Introducing AFSERS to generate friendly & opposing entities • Phase-in use of ACC fighter and C2 simulators via the DMOC, then incorporate other services’ distributed capabilities • Upon accreditation/certification ANGEL THUNDER will provide robust interagency and international training opportunities
