  4. 1. Decision Required • The TEF is hereby requested to approve the technical content of the preliminary designs for the following project/job. • The TEF is also hereby requested to support the submission of the following project/job to the IC for financial approval.

Problem Statement • Provide what triggered the project: • Substation is approximately 48 years old. • The substation configuration is non-standard with no metering on the Eskom side. • Earthing on Isolators/Structures are missing posing a danger to operators. • All operating labels are not to standard. • Large oil volume breakers and old isolators are redundant. No spares available. • The 88 kV VT`s are oil type and leaking. • Substation fence is beyond repair • Flooding and soil build up in sub yard • Trfr DP values are low & some are PCB contaminated • Block house still housing 3,3kV busbars (Safety concern)

Power Plant Scope of Work • Give a description of the work to be done: • Specify new equipment, its size and quantity. • Specify equipment to be decommissioned. • Specify changes in network configuration. • Separate the work that is covered by the customer from the work to be done by Eskom.

Power Plant Scope of Work HV Side • Replace all (8) 5MVA trfr`s(double banked units) with (2) single 20MVA units • Replace 88kV VT`s on Busbar • Replace WOD`s switches with 132kV Breakers on Tfr1-4 • Replace all Isolators including bus sections with new double break 132kV units • Replace 88kV busbar Conductor to standard Bull conductor • Install new 132kv bkr on 88kV Zonderwater incoming line with Stats metering. • Move all line surge arrestors to busbar side of line isolator • Replace all surge arrestors on Trfr`s 88/6,6/3,3 kV • Replace all 88kV incoming cables with overhead lines MV Side • Install new 3,3 kV (6,6kV) feeder cable supports • Install new 11kV Isolators on 3,3kV side for isolation between Eskom and Customer • Install new 11kV transformer kiosk breakers and Vt`s for protection and metering on 3,3kV side • Construct MV transformer bay according 2/ET-15108

Civil & other Work • Build a bund wall around all Transformer plinths • Install an oil holding dam • Build a retaining wall to prevent flooding • Replace bolted connections with crimp connections. • Test earth mat and repair if necessary • Replace all equipment labels. • Replace yard overhead screening wire to Hare conductor • Install yard lights • Replace fence with steel welded galvanised fence enclosing control room • Replace the roof of the control room • Supply 9 sets of 10kA earth/applicator sticks with lock-up box (2-Et/14904) • Repair Control room and install Desk(2-ET/14904) • All indoor bus bars, isolators, panels are to be removed. New trfr panels move to control room

Financial Analysis/PEM • Provide FEM Assumptions • FEM is required for all projects that are: • For strengthening and refurbishment. • For direct customer and the customer is not paying the full project cost. • For electrification and the DOE is not paying the full project cost. • Even FEM’s with negative NPV need to be presented.
