  2. The South West Picture • Very high levels of literacy and numeracy needs • Regional government decided not to go public about the extent of the problem for fear of putting off new companies moving into the areas • So missed out on additional funding

  3. Funding • Colleges of FE had funding • Many private training providers had sub contracts with them • Employer Training Pilots • Train to Gain • ESF projects

  4. The Impact • No long term plans • Providers devastated by continual short term funding changes • Newly trained SfL staff laid off • Senior managers reluctant to engage with SfL, especially to train specialist staff.

  5. The Golden Thread An ESF Project • Based around identifying and meeting the professional development needs around SfL in WBL • Target to get more providers, employers and learners engaged in SfL

  6. Why another drive on SFL? • Under Train to Gain 2008/9 providers had to deliver SfL • Regionally met targets, but 30% of the providers delivered 95% the outcomes. • The coming of Functional Skills raises major new challenges.

The Problems • In a world of cut backs the free training providers can access is very piecemeal • Real variations in the support offered for staff between Sfl and Functional Skills • The Golden Thread is an attempt to pull all the strands together to provide the most linked up service possible

  8. The Partners • Learning South West has led, following on from its Crystal Chandelier work • LSW also holds the contract to be the Functional Skills lead regionally • The Training Provider Networks have worked with LSW and co-ordinated the local meetings and venues for the groups

  9. The Challenges • South West still has substantial numbers needing SFL literacy and numeracy support • More cuts in government funding. • SfL has a strong focus on the over 25’s • The coming shift away from Train to Gain

  10. The future : Skills Accounts • Every adult over 19 yrs will have one. Estimated 30m • Will give access to new on-line tools: • Numeric, IT & literacy testing • Workplace vocational skills testing • Employability skills testing • Will carry a value of £2,000 to be spent with approved providers

Trained Staff • The fluidity of the SfL workforce aggravated by ongoing funding changes • Increasing poaching of qualified staff from schools for Functional Skills in Diplomas • Aging FE College sector workforce indicates sharp increase in future demand • WBL staff also preparing to meet Functional Skills challenge
