  2. Outputs • Regional governance structure in place. The Regional Steering Committee has been formed and the Regional Office in the CIS STAT is staffed with resources for the implementation. • Integration of agriculture into the National Statistical System. Strategic Plans for Agricultural and Rural Statistics provide the national framework for implementation of the Global Strategy and legal and coordination mechanisms (national governance) are strengthened. • Better commitment and support to agricultural statistics. Enhancing capacity of NSSs to advocate for adequate resources for agricultural and rural statistics • Increased capacity to use statistics for policy making. Increased capacity of countries in the use of agricultural statistics to meet priority needs for policy making, operation of efficient, markets and foster sound investments.

  3. Outputs (continued) • Conducting country assessments and determining minimum set of core data. Country-specific minimum set of agricultural and rural statistics identified for target countries using the minimum set of core data contained in the Global Strategy as the basis. • Improving competencies of NSSs to: (i) produce and disseminate minimum set of agricultural and rural statistics in accordance with international standards and good practices through training and technical assistance and (ii) to adopt cost effective and reliable methods for producing this minimum set • Increasing ability of NSSs to access and use ICT for production and dissemination of minimum set of agricultural and rural statistics. • Strengthened capacity of national statistical services by enhancing knowledge, professional skills and competency of their staff and strengthened capacity of regional training institutions to develop and deliver relevant, efficient and effective training in agricultural and rural statistics

Governance The composition of the RSC will include 17 members, specifically: • Chairperson of the CIS Statistical Committee – chair • Representative from FAO REU • 11 representatives from CIS member countries, one per country, ensuring a balanced representation of national statistical offices and ministries of agriculture; • A representative of Interstate Council on Problems of Agro-Industrial Complex of the CIS • One donor representative. • One training and one research institution; Rules of decision Decisions of the RSC will be taken by consensus. If all efforts fail to reach consensus, decisions will be taken by a simple majority vote, provided that decisions of the RSC [that have a bearing on the Trust Fund] shall not be taken without the consent of donors of the Trust Fund.

Implementation Regional level implemented by CISSTAT • integration of agriculture into national statistical systems • promotion of a better use of statistics for policy making • harmonization of the methodology of production of reliable data on agricultural and rural statistics • provision of training for technical staff Country level implemented by FAO-REU5 in-depth country assessments to identify specific problems of the countries and come up with a core set of data items agreed by all stakeholders creating or strengthening coordination mechanisms in agricultural statistics systems of the countries and developing/revising Sector Strategic Plans for Agricultural and Rural Statistics

Technical Assistance Regional level: development of technical-methodological guidelines including the development of standards on all aspects of the system of agricultural statistics, using in particular the cost-effective methods developed in line with the global research plan Country level: in-depth assessment Development or improvement of SSPARSs and ensuring their integration into NSDS creation or strengthening coordination mechanisms between various agencies producing agricultural statistics determination of the minimum set of core data items and support in adoption of new methodologies in areas determined through the in-depth assessments.

Training Most important areas of training: agricultural census prices of agricultural commodities sampling and questionnaire design use of new technologies for collecting and capture of data Modes of delivery - face to face or distance learning Training materials and lectures provided in Russian

  8. Research • Research topics (if any) specific to the CIS region will be developed • Research will be financed from the Global fund allocated for research and managed by the Global office • In some cases it may be financed from regional funds if available

  9. Advocacy Work with the Governments to ensure political and financial support for implementation of the strategy and improvement of agricultural and rural statistics Work on establishing trust with respondents, and users – Governments, civil society, press, academia, business comunity

  10. Monitoring and Evaluation • Monitoring to be done by the CISSTAT as the regional office by collecting information from countries • Reporting once a year by CISSTAT to the Global office on the process of implementation • Evaluation will be done centrally by the Global office

  11. Work Plan and Budget Work plan will be finalized following discussions at this seminar It will be divided in parts as per 8 outcomes The total budget is estimated to be around 4.9 million US Dollars. Will be distributed by topic after the work plan is finalized
