ICT Strategic Plan • ICT culture transformation through Management Change, • ICT infrastructure development which supports management implementation, teaching-learning process, research, and community services, • optimal and integrated UPI management process definition, • intensive communication during the implementation to minimize discrepancies between needs and system function.

Organization Institutionally, we are currently underway build: • building an institution capable of operating, maintaining, and further developing integrated, effective, and efficient information management, • creating an ICT institution which is ready to commercialize ICT infrastructure and application, • developing information management which is capable of integrating the Central Campuses with Regional Campuses for efficiency, effectiveness, and responsiveness, and is capable of giving fast solution to problems so that availability of intensive service is guaranteed.

ICT Infrastructures • Technology ICT at UPI uses wire line, wireless, VDSL (Very-high Data-rate Digital Subscriber Line) technology and VPN IP MPLS (Virtual Private Network IP Multi Protocol Label Switching). • Intranet Faculty offices, institutes, bureaus, the main library, regional campuses, and supporting units connected by Fiber Optic Cable, Wireless 2.4, and VDSL. • WAN The 5 regional campuses in West Java coverage are connected through the VPN IP MPLS • Internet internet at UPI uses the bandwidth of 8 Mbps symmetric upstream and downstream. • Server Application Web server, mail server, communication server, multi platform conferencing unit, multimedia learning resources, etc.

Description of Concept • Future Teacher Education Development (FTED) is a term used in this project and adopted from UNESCO’s term The Next Generation of Teachers. • FTED is a capacity building program of Teacher Education Institutions in Indonesia intended to prepare future teachers who are able to improve the quality of instructional processes by integrating their knowledge, skills, and attitudes into the area of information and communication technology.

Goals • Broader Goals: • Integrating ICT into FTED program at TEIs. • Intermediate Goals • Establishing a policy basis and organizational structure of FTED program team. • Establishing scope of work, job escription/identification in form of an FTED long term and short term action plan. • Describing institutional situations, academic potentials, prospective teachers’ potential competencies, facilities and requirements for the organization of FTED program. • Planning ICT integration into FTED curriculum in form of long term and short term action plans. • Systematically and continually implementing and updating FTED instructional system and models.

Organizational Phase • Formulating and establishing a policy basis for planning, developing, and implementing FTED program. • Socializing or disseminating FTED program policy. • Identifying, designing, and establishing a scope of FTED program. • Forming a National Development Team of FTED program by selecting and appointing a Chairman and team members. • Identifying, designing, and establishing a schedule of FTED implementation. • Identifying, planning, and deciding on FTED program budget.

Analytical Phase • Describing institutional situations of TEIs including • ICT Strategic Development Plan, • ICT based-human resources, • ICT infrastructures, • ICT management system, • ICT based-educational processes at TEIs in Indonesia. • Describing TEI’s ICT situation on basis of FTED students’ ICT skills. • Identifying technological standards to be developed in FTED program. • Identifying issues related to important things and obstacles in the implementation of FTED program. • Analyzing needs for FTED program. • Collecting supporting documents for formulating strategies of applying • ICT in teacher education processes at TEIs.

Formulation Phase • Formulating and recommending strategies of ICT application in educational processes as implementation program guidelines which can describe how to achieve FTED objectives. • Developing technological standards which will be applied in FTED program. • Implementing staff development to support the program implementation. • Developing a technical service provider/institution. • Planning the development of infrastructures and facilities required for the program implementation. • Scheduling the FTED program implementation. • Planning budget for the FTED program implementation.
