ATM Safety EnhancementsIntroduction • NARAST has been reviewing FAA CAST Safety Enhancements at the 3rd, 4th, and 5th NARAST Meeting. • CTA COSCAP-SEA requested COSCAP-NA to provide a presentation to the SEARAST on the ATM related SE. • The applicability of these SE will need to be examined by SEARAST in the context of South East Asia but there may be some common ground between outputs of SEA and NA

ATM Safety EnhancementsSE-9 CFIT - MSAW • SE9 – To preclude CFIT examine MSAW features and procedures are adequate • Issues to be examined include - Certification of MSAWs, MSAWs training and procedures, nuisance warnings and system checks • NARAST outputs include MSAWs policy, MSAW Workshop (FAA), MSAWs procedures provided at the Workshop

ATM Safety EnhancementsSE-13 CFIT Prevention Training • SE13 – Procedures required to ensure timely safety alerts and assisting crews with situational awareness • Issues to be examined include procedures, training, etc. to provide timely warnings and promote stabilized approaches • NARAST outputs include providing FAA CD on alerts to States and finalization of COSCAP on issuance of Safety Advisory Bulletin

ATM Safety EnhancementsSE-46,47 Runway Incursion Prevention • SE 46 – Improved the training of ATC staff to improve their knowledge, skill, proficiency, etc. • Issues to be examined include improving memory capabilities and enhance training • NARAST outputs include FAA NATPRO (memory enhancing programme), ICAO Runway Incursion Prevention Toolkit and Manual; FAA CD on Situational Awareness and COSCAP-NA AC on Enhancing Situational Awareness

ATM Safety EnhancementsSE-46,47 Runway Incursion Prevention • SE 47 – Improved teamwork in the tower cab environment • Issues to be examined would be the best method for provision of human factors training for ATC staff • NARAST outputs include FAA human factors course provided for COSCAP-NA in China

ATM Safety EnhancementsSE-49,50, 51, 52 Runway Incursion Prevention SOPs • SE 49 – relates to air operator SOPs for ground operations. • Issues to be examined would be the best method for ensuring air operator SOPS will reduce the risk of runway incursion • NARAST outputs include AC for flight crews to reduce the risk of runway incursion

ATM Safety EnhancementsSE-49,50, 51, 52 Runway Incursion Prevention SOPs • SE 50 – similar to SE 49 but for General Aviation. • Issues to be examined would be development of template for best practices to prevent runway incursion for General Aviation • NARAST outputs include AC for General Aviation, FAA CD on prevention of runway incursion

ATM Safety EnhancementsSE-49,50, 51, 52 Runway Incursion Prevention SOPs • SE 51 – best practices for ground operations for those who tow or taxi aircraft • Issues to be examined would be determining best practices for those involved in ground operations (towing aircraft) • NARAST outputs include gathering information and organizing Ground Safety Seminar

ATM Safety EnhancementsSE-49,50, 51, 52 Runway Incursion Prevention SOPs • SE 52 – best practices for vehicle operations at the airport • Issues to be examined would be determining best practices for those involved in vehicle operations • NARAST outputs resulted in AC on certification of vehicle operators at aerodromes

ATM Safety EnhancementsSE-55,59 Runway Incursion Prevention SOPs • SE 55 – improve situational awareness in the control tower • Issues to be examined would be Human Factors training and new procedures related to avoiding distractions in the control tower • NARAST outputs resulted in FAA provided human factors training, procedures yet to be developed

ATM Safety EnhancementsSE-55,59 Runway Incursion Prevention SOPs • SE 59 – mandatory read back required of safety critical instructions • ICAO Annex 11 (3.7.3) requires read back of safety related instructions on the ground • NARAST outputs – nil as all States adhere to Annex 11 Standard 3.7.3

ATM Safety EnhancementsSE-60 Runway Incursion Prevention Pilot Training • SE 60 – improve training to pilots to reduce the risk of runway incursion • Issues to be examined include training programmes to ensure adequacy of training related to ground operations and prevention of runway incursion • NARAST outputs – two ACs to be issued related to training, one air operator focused, the other for ab initio pilot training
