What we do: GOE’s role in the Olympic Family • GLA • Accountable to London council taxpayers (part funders) • Oversee London legacy delivery (specific focus on transformation of East London and future of the venues, park and surrounding area) • - Taking cross-programme lead on sustainability & diversity • BOA • - Responsible for preparing athletes for 2012 • - Interest in elite sport • Nations & Regions Group • - Coordinate and deliver legacy in the nations and regions • - Deliver aspects of the Games such as coordinating volunteers and Cultural Olympiad programmes • GOE • Represent taxpayer interest • Be accountable to Parliament • Facilitate delivery of public services • Maximise economic, social, health and environmental benefits • Oversee UK-wide legacy delivery • LOCOG • Deliver all aspects of staging the Games • Secure private sponsorship • Responsible for 2012 brand • Oversee the Cultural Olympiad

The Legacy Action Plan The action plan is about the long term benefits that we can stimulate through hosting the Olympic Games and Paralympic Games in 2012. • It sets out our objectives and how we are going to delivery against our five legacy promises • This links to Public Service Agreement (PSA) 22: • Deliver a successful Olympics Games and Paralympic Games with a sustainable legacy and get more children taking part in high quality PE and Sport.

Five Legacy Promises • Promise One: To make the UK a world-leading sporting nation • Promise Two: To transform the heart of East London • Promise Three: To inspire a generation of young people • Promise Four: To make the Olympic Park a blueprint for sustainable living • Promise Five: To demonstrate the UK is a creative, inclusive and welcoming place to live in, visit and for business.

How will we deliver these promises?Headline ambitions Promise One: Making the UK a world-leading sporting nation • Inspiring young people through sport: offer all 5-16 year-olds in England five hours high-quality sport a week and all 16 to 19 year-olds three hours a week by 2012 • Getting people more active: help at least two million people in England to be more active by 2012 • Elite achievement: aim for fourth in the Olympic medal table and at least second in the Paralympic medal table in 2012.

Inspiring young people through sport • offer all 5-16 year-olds in England five hours high-quality sport a week and all 16 to 19 year-olds three hours a week by 2012 • National School Sports week • 225 competition managers • More coaches in schools and the community • Further Education Sports Coordinators • 450 disability multi-sports clubs

Getting people more active • help at least two million people in England to be more active by 2012 • Offer of free swimming funding initiatives focusing on over 60s and under 16 starting April 2009 • Sport England – Sustain, Grow and Excel • Cycling and walking schemes • Healthy living campaigns

Elite achievement • aim for fourth in the Olympic medal table and at least second in the Paralympic medal table in 2012. • £600 million investment • World Class Performance Programme • ‘Mission 2012’ • Talented Athlete Scholarship Scheme (TASS) • Advanced Apprenticeship in Sporting Excellence • (AASE)

Promise Two: • Transforming the heart of East London • Transforming place: create a well-planned and well-managed environment in and around the Olympic Park which will attract business and investment and promote recreational and cultural use for years to come • Transforming communities: build over 9,000 new homes, a proportion of which will be affordable; and provide new sport, leisure, education and health facilities that meet the needs of residents, business and elite sport • Transforming prospects: help 20,000 workless Londoners from the 5 Host Boroughs into permanent employment by 2012; and create 12,000 new job opportunities in the area of the Park post-Games.

Transforming communities • build over 9,000 new homes, a proportion of which will be affordable; and provide new sport, leisure, education and health facilities that meet the needs of residents, business and elite sport • Olympic Village 3,500 new homes. • 5,500 new homes on Olympic site post Games • Sports facilities (Olympic stadium, Aquatics centre, Velopark, Handball arena, Eton Manor)

Transforming prospects • help 20,000 workless Londoners from the 5 Host Boroughs into permanent employment by 2012; and create 12,000 new job opportunities in the area of the Park post-Games. • Add more jobs to the local economy in a variety of new industries • Provide the skills and training programmes that help local people, particularly the most disadvantaged compete for the new jobs • Create the momentum for development to continue and diversify by creating an environment to which businesses and people want to move.

Promise Three: • Inspiring a generation of young people • Giving time and expanding horizons: tens of thousands more young people giving time to their local communities as a result of the London 2012 Games • New cultural activities: tens of thousands of young people participating in cultural activities as a result of the London 2012 Games • Engaging and learning: thousands of schools, colleges, universities and other learning providers inspiring young people through the Olympic and Paralympic values • Going global: three million young people overseas accessing quality physical education and sport; and at least one million participating in these activities regularly by 2012.

Giving time and expanding horizons • tens of thousands more young people giving time to their local communities as a result of the London 2012 Games • Volunteering • Working with third sector organisations and other Government departments to encourage all young people to take part, including those who do not normally get involved, and to ensure that individuals can be easily directed to opportunities in their area. • Personal Best programme that gives the hardest to reach groups in society the chance to get into work through a volunteering programme.

  15. New cultural activities • tens of thousands of young people participating in cultural activities as a result of the London 2012 Games • Cultural Olympiad • Artists taking the lead, Young Futures Festival, Sounds!, Stories of the World, Film and Video Nation, Shakespeare Now, Extraordinary Ability, World Cultural Festival, Festival of Carnivals, Access All Areas.

Engaging and learning • thousands of schools, colleges, universities and other learning providers inspiring young people through the Olympic and Paralympic values • Domestic Education Programme • Leave tangible long-term benefits • Put young people in charge • Give disadvantaged young people a chance to be part of London 2012

Going global • three million young people overseas accessing quality physical education and sport; and at least one million participating in these activities regularly by 2012. • International Education Programme • International Inspiration • Education – physical education and school links • Sport – development and sporting excellence • Development – of children in schools and communities through sport

Promise Four: • Making the Olympic park a blueprint for sustainable living • A model of sustainable development: a 50% reduction in carbon emissions for the built environment of the Olympic Park by 2013 as part of delivering the ODA Sustainability Strategy • Inspiring sustainable living: people encouraged to live more sustainably as a result of the 2012 Games, such as reducing their carbon footprint, being energy efficient or recycling on a greater scale.

  19. A model of sustainable development • a 50% reduction in carbon emissions for the built environment of the Olympic Park by 2013 as part of delivering the ODA Sustainability Strategy • Climate change • Water • Waste • Biodiversity • Procurement and supply chains • 2012 Construction Commitments

Promise Five: • Demonstrating the UK is a creative, inclusive and welcoming place to live in, visit and for business • Improving business: contribute to increasing and sustaining growth in UK business, including small to medium-sized enterprises (SMEs) • More jobs, improved skills: help people across the UK get and stay in work and build their skills in the long-term • Making the UK more welcoming: create a warm welcome for all our visitors and ensure they receive world-class service while in the UK.
