  1. INTRODUCTION-(FEDERAL CAPITAL TERRITORY): FCT is the seat of the government of the Federation Its Education Secretariat is likened to a state Ministry of Education and headed by a Secretary for Education. It has six Educational Agencies each headed by a Director/Chairman

IMPROVING INFRASTRUCTURES/FACILITIES IN FCT SCHOOLS • Why are our infrastructure/facilities (classrooms, laboratories, workshops, instructional materials, staff accommodation, halls, access roads, water, electricity etc.) inadequate? • Because of population explosion • Why is there population explosion? • Because the movement of the seat of power from Lagos to Abuja – influx of civil servants, businessmen and other stakeholders with their children/wards. • The centrality of the FCT makes the influx of people very easy - pressure is exerted on the existing facilities. • The average class size of 120 in the urban areas.

Why are we unable to take care of the inadequacies? • Because of the budgetary inadequacy and bottlenecks associated with accessing the funds. • The government has not been able to match demands with budgetary provisions due to competing needs and interests. • Nigeria has not been able to meet the 26% benchmark for budgetary provisions (although attempts are being made in the direction).

Nat • Why are there bottlenecks in accessing the fund? • Because of the delay in passing the budget and bottlenecks in the Due Process. • Why are there delays in passing the budget? • Because of the political and procedural issues (for instance the budget must pass through the National Assembly which has two chambers each with its committees, and is passed in August).

Planned Impact and Possible Risks • Infrastructure to improve in 3 years time. • Class size to reduce from 120 to 50 in 3 years time • The number of rural schools under the trees to reduce from about 90 to 20 in the next 3 years. (Note that there are some variations in the population) • Number of Science laboratories and Intro-technology workshops to increase from 49 and 41 to 90 and 80 in the next 3 years. • Volume of instructional materials in the schools to increase from about 40% to 80%. The risk will include: • Budgetary constraints. • Political will. • Bringing every body on board. • Stakeholders may not agree with the priority list.

  6. Strategies on Implementation: • Budgetary provision. • Federal grants • Development Partners • Low cost building • Direct Labour • Self help. • Community participation.

Cost and Financing( N108bn required for 3 years): • National budget (Millennium Development Goals Intervention- N1.297bn & Excess crude) • Statutory budget (25% of FCTA budget) • Universal Basic Education Commission • Education Trust Fund (ETF) interventions. • Development partners. • Parent- Teacher Association (PTA)
