  1. Pell LEU October 9, 2013

  2. Introduction • Texas A&M University • 58,800 undergraduate, graduate, and professional students • Awarded approx. 10,000 student Federal Pell Grants in 2012-2013 • Approx. $38 million in Pell awards • Software System- Banner

  3. Glossary of terms (Financial Aid Talk) LEU- Lifetime Eligibility Used DOE- Department of Education ISIR- Institutional Student Aid Record SAR- Student Aid Report COD- Common Origination and Disbursement Scheduled Award- The maximum amount of Federal Pell Grant funding a student can receive for an award year. Award year- period from July 1 of one calendar year to June 30 of the next calendar year.

  4. Pell Lifetime Limit The Consolidated Appropriations Act, P.L. 112-74 was enacted on December 23, 2011. • Beginning for 2012-2013 no student can receive more than 600% (12 full time semesters) and students are not grandfathered in. • Effective for 2013-2014, the ISIR record contains the percentage of LEU for the student. • A message will appear on the SAR through a Comment Code. It will be a range of what they have used.

  5. How Pell LEU is Calculated Example: If the scheduled award for an award year is $5,000, but student enrolled for only one semester and received only $2,500, they received 50% of the scheduled award for that award year. • Percent used: To determine how much of the 600% of Pell Grant has been used each year DOE compares the actual amount received for the award year with the scheduled award amount for that award year. • DOE keeps track of a student’s LEU by adding together the percentages of eligibility used for each award year.

  6. Scheduled Awards • Students with an LEU percentage of more than 500% are not eligible for a full award in 2013-2014. • If they are more than 500% the financial aid office will need to: • calculate the first disbursement as the maximum amount and the second disbursement as the remaining eligibility.

  7. Crossing Lines • You will begin to see the same students in other places.(unusual enrollment) • Important for your staff to understand the significance. • Attend presentation at 10:30 regarding Unusual Enrollment History.

  8. Pell LEU Processing at TAMU • ISIR contains comment code regarding Pell LEU • Comment codes found on RNIMSxx • 346 and 347 create SAR C Codes. • 346 student is close to lifetime eligibility (over 500%) • 347 student has reached lifetime eligibility (600%) or is over • Other comment codes related to PELL LEU exist for students who are under 500% and are displayed on SAR for student. No action is needed by the school since student has full eligibility left for the year. • C Flag is set on RNARSxx • This is what prevents packaging or disbursement. Students with 346 will have PLEUC and students with 347 will have PLEUO on RRAAREQ. (tracking screen)

  9. Pell LEU Processing • RRAAREQ- Tracking Screen • PLEUC – Students who are close to lifetime Pell limit (500% or over) • PLEUO – Students who are at or over 600% • Displays message in portal. • This is never cleared. This does not hold up packaging or disbursement.

  10. Pell LEU Processing RNARS14 RNIMS14 Last Tab

  11. Pell LEU Processing • We created a report to find all students who have an active SAR C code on RNARSXX and PLEUC and PLEUO • We receive this report every Tuesday and Thursday for students with PLEUC and PLEUO with active C Flags. • Pull up student in COD.

  12. COD Screen Shot

  13. COD Full Pell EU History For a student who is over 500% going into 1314: Addallpercentages on COD page to the 4th decimal place and subtract 500. This will be the amount to input on RNASL14 as already disbursed in 1314 to ensure that the student only receives their remaining eligibility.

  14. Pell LEU Processing • Go to RNASLXX • Enter Manual in Source field • Next block into the form and select OK • Then F10 to save • Go to the Pell tab of RNASLXX • Insert a new record and enter the following information • Match number = 1 (assuming there is not another record on this tab) • If another record exists and is from NSLDS, match number should be next in sequence • School Code = PELLLEU (You can come up with your own code to use) • Percent Schedule Used = percent student is not eligible for during the award year with a max value of 100%. • For example: • If the student is over 600% Pell LEU, you would enter 100% in this field since the student is no longer eligible for Pell. • If the student is at 525% Pell LEU, you would enter 25% in this field as the student only has 75% remaining in eligibility. • Lock RNANAXX record • Make notes on RHACOMM

  15. Pell LEU Processing RNASLXX- This student has received 537.5140% in lifetime Pell eligibility. Therefore, we have indicated in Banner that the student has already received 37.514% for 1314 and the system will only award 62.486% in Pell for 1314.

  16. Q & A

  17. Are Students who Exceeded Pell LEU in 2012-13 still eligible for loans? • Scenario: A student enrolls at our school and the ISIR indicates his Federal Pell Grant LEU is greater than 600% (received C-Code 347). We determine by checking COD that the overpayment occurred at another school in the 2012-2013 award year. • Answer:Student is no longer eligible. Under 34 CFR 668.32(g) of the student eligibility regulations, any student who owes an overpayment on any Title IV grant or loan funds is not eligible for additional Title IV grant or loan funds until the overpayment has been resolved or repaid in full. In this scenario, the student will most likely need to resolve the overpayment directly with the other school in order to receive Title IV aid at our school.

  18. Where can students see their LEU %? • They can log on to the National Student Loan Database and view it. It will be found on the Financial Aid Review page. http://www.nslds.ed.gov

  19. Challenges • Fall Pell payments create new LEU information. It is difficult to sort out which LEU information is correct and which is actually reflecting our own awards. • We work them all. • COD and NSLDS figures may differ • COD is the information we must use. • C flag causes pell to back out. • We need to work quickly to avoid sending another origination prior to the correction. • There are timing issues for students that attend summer school at another school.

  20. Notification • Pell reports from COD, how do you use them? • We do not since we have our own reports. • How do you notify students? • We notify them through the Portal when they get 346 or 347. The message stays in the portal.
