2011 NATA Review. Agenda. Region 9 Introduction – Ken Davidson Goals and features of NATA – Madeleine Strum Modeling Emissions Risk Schedule for NATA – Madeleine Strum Review – Madeleine Strum Location of data Reports in EIS Comments on Nonpoint NATA – Madeleine Strum
2011 NATA will be based on version 2 of the 2011 NEI.
Preliminary air quality and risk estimates are being calculated based on 2011 NEI v1 & released only to state/local agencies.
This will assist with state review (not public) of v1 and will allow for early feedback of 2011 NATA results.
Improvements to key source categories emissions/characterization, e.g., ports, oil and gas wells.
AERMOD: Dispersion model will be run for all air toxic pollutants to estimate pollutant concentrations at all US census tracts and blocks.
CMAQ: Multipollutant version will be run for the US (lower 48) at 12km grid resolution. Model currently includes about 40 air toxic pollutants.
Utilize gridded met data consistent with both CMAQ and AERMOD.
To best characterize ambient concentrations of directly emitted and secondarily formed air toxics, a hybrid approach that combines data from AERMOD, CMAQ and ambient measurements will be applied.
Health benchmarks are consistent with those used in RTR rulemakings. Several benchmarks have been updated since 2005 NATA but none appear to be risk drivers.
Will continue to use 1991 IRIS unit risk value for formaldehyde. The IRIS review is ongoing.
Will continue to provide risk apportionment information (i.e., source, pollutants). This allows states to use NATA to focus their air toxics efforts.
2011 NEI V1 Released on public website on 9/30/13.
Have completed preliminary risk modeling of 2011 NEI V1 point sources.
Using AERMOD and 2011 WRF met data, we have developed facility level census block max cancer risks and noncancer hazards for each point source facility.
Expect to complete nonpoint source modeling within the next few weeks. (Except for CMV)
Maximum risk results for each facility are available for S/L/Ts to review on the password protected review site
Provided risk results as part of NEI review to help facilitate review and identify potential outliers and focus review on key emissions.
Inventory review geared towards S/L/T inventory and toxic staff but APMs may want to let Regional and S/L/T risk staff know of data availability
2011 NEI V1 review period ends 3/31/14
Remodel point/nonpoint/mobile with NEI V2 - Fall 2014
This will include both AERMOD and CMAQ modeling of NEI V2.
Develop NATA website and technical support document.
Begin S/L/T preview of all NATA risks results – Dec 2014
We expect the preview to be similar to earlier NATA S/L/T previews with state specific data, webinars, & communication materials
Expected public release date: Mar 2015
