  2. Survey of States • 17 States responded including: • 1 non-participating State – Oregon • 1 participating soon – Missouri • 2 new participating States – Minnesota and Delaware

  3. MCMIS • 11 State UCR agencies have MCMIS access • View information • Update undeliverable mail addresses • Change addresses • Update all MCS-150 information • 6 do not have access • Most were interested in all of the above

  4. Identifying Registrants Who Have Not Paid UCR Fees • Compare to other lists – • IRP • SSRS and Exempt Interstate • 2007 UCR registrations • Intrastate authorities • SAFER • Secretary of State • Tax databases

Other Suggestions • UCR compliance a component of new entrant audits, safety review, complaint investigations • State contact list for enforcement to use to determine a carrier’s UCR compliance – may be different than the contact list for UCR registrants • Make UCR information available in other systems - CVISN

  9. Mailing UCR Notice • 2008 Mailing – Early March to early May • 2009 Mailing • Improve preparation for mailing so that all go out at the early • National enforcement begins earlier

  10. UCR enforcement is being provided by: • State Police • Ports of Entry/Weigh Stations • State UCR agency • Local Police Departments

  11. UCR Enforcement • State agency access to SAFER, MCMIS, INDOR, other State database • Current UCR info at roadside • Continuous • Daily • 3-5 days

  12. Explaining Justification for UCR • Revenues are used for motor carrier safety programs • Replaces SSRS and various State registration programs for exempt interstate carriers and private interstate carriers

  13. Best Practices • Enforcement by multiple agencies • Enforcement at multiple levels • Electronic access to current data • Training – Enforcement and administrative staff, motor carriers • Utilize programs provided by private sector • Coordinated early mailing by all States
