  3. How it Started • Greenhouse Gas Local Action Plan, CNV • Province-wide campaign to reduce vehicle idling, BEST

  4. Anti-idling Bylaw • Prepared based on the GVRD model bylaw from 2004 • Bylaw prohibits idling for more than 3 minutes during a 60 minute period • Bylaw came into force and effect in October 2005 • Community and corporate education preceded implementation of the bylaw • Penalty for violating bylaw provisions is $45

Bylaw Exemption - Special Cases • A mobile workshop • Emergency vehicles and vehicles assisting in an emergency • Vehicles for which idling is required as part of a repair/ maintenance • Armored vehicles • Vehicles required to remain motionless • Vehicles engaged in parade, race, etc • Vehicles required to use heating or refrigeration systems for the preservation of perishable cargo • Vehicles when ambient temperature inside the vehicle is more than 27°C or less than 5°C.

  6. Community/Corporate Education • Community education: • CNV Website • Newspaper ads • Direct communication with: • Taxi companies • Bus tour companies • Couriers • Towing companies • Corporate education: • Intranet • Direct communication with employees

  7. Enforcement • Prior to the bylaw very few complaints • Enforcement is complaint driven or opportunistic basis • One ticket written since bylaw came into force

  8. Lessons Learned • Requires system to measure effectiveness • Extensive public awareness campaign • Proactive enforcement

  9. Next Steps • Considering buying a system to measure vehicle idling • Continuing with community education via newspaper articles
